The Puyenpa family of companies are comprised of multiple SBA Certified Native American Tribal 8(a) and multi-certified organizations focused on delivering Information Technology, Management Consulting, and General Construction solutions to the Federal Government along with the Commercial Sector. We are actively seeking an IT Project Manager based in Washington D.C. This is a full-time onsite position with the potential to become hybrid upon approval. Candidates must be able to obtain a Public Trust Clearance.

The IT Project Manager will be responsible for assisting in the oversight and management of IT projects for the Federal Railroad Administration (FRA), an agency of the U.S. Department of Transportation (DOT). The role involves supporting the safe, reliable, and efficient movement of people and goods through rigorous oversight and inspection programs, proactive risk mitigation, and capital investments in rail research, development, and technology programs.


Key Responsibilities:

  • Assist in managing IT projects, including enhancements/sustainment of existing FRA IT applications and development of new IT applications.
  • Conduct feasibility studies, impact analysis, and prepare position papers and action items.
  • Provide recommendations and assist with the execution upon approval by FRA.
  • Develop business cases, project briefings, and reports.
  • Support the definition of life cycle costs, conduct cost/benefit analysis, manage requirements, scope, resources, implementation plans, schedules, and dependencies.
  • Monitor project metrics, timelines, milestones, and manage action items.
  • Assist in managing stakeholder communications under the direction of FRA.
  • Plan and manage risk, conduct threat and vulnerability assessments, identify, analyze, respond to, monitor, and control risks.
  • Support resource, schedule, and change management, and provide regular project status reports.
  • Assist in managing integration, schedule, risk and issue, stakeholder, quality, communication, cost, scope, acquisition, and resource management.


Qualifications:

  • Bachelor's degree in information technology, Computer Science, Business Administration, or a related field.
  • Minimum of 5-10 years of experience in IT project management, risk management, or a related field within a federal government agency.
  • Experience with Agile Scrum framework for development and task management, including developing and managing product roadmap and backlog.
  • Ability to support initiatives across multiple stakeholders, external partners, and engineering teams.
  • Experience in requirements gathering, writing functional specifications, and user stories.
  • Extensive knowledge of SaaS business processes and experience in implementing solutions to gaps from a technical and/or project management perspective.
  • Experience with Microsoft Visio, Microsoft Project, Microsoft Azure DevOps, JIRA, and Confluence.
  • Strong knowledge of IT project management and risk management methodologies.
  • Proven experience in front-line risk management, with the ability to identify, assess, and mitigate risks in a fast-paced environment.
  • Excellent communication and interpersonal skills, with the ability to influence and collaborate with stakeholders at all levels.
  • Strong analytical and problem-solving abilities, with attention to detail and a proactive approach to identifying and addressing issues.
  • Project Management Professional (PMP) certification is required.
  • Other preferred certifications: Certified Scrum Product Owner (CSPO), Certified ScrumMaster (CSM), Scaled Agile Framework Product Owner/Product Manager (SAFe POPM), and ITIL Foundation.
