Job Description

Jefferson is seeking Junior, Mid-Level, and Senior Acquisition and Assistance Specialists with international development experience in procurement for USAID Global Health awards and projects.

Requirements

The Acquisition and Assistance Specialists are expected to possess the following qualifications, skills and professional experience:

A. EDUCATION

  • Bachelor's degree and 2 years of procurement experience - Junior A&A
  • Bachelor's degree in any relevant professional discipline such as pre-law, political science, media, journalism, communications, international relations, marketing and/or management is required - Mid A&A
  • Bachelor's degree and 4 years of procurement experience - Senior A&A I
  • Bachelor's degree and 7 years of procurement experience - Senor A&A II
  • Bachelor's degree and 10 years of procurement experience - Senor A&A II

B. LANGUAGE, COMMUNICATION, AND COMPUTER SKILLS

  • Demonstrated Level IV (fluent) English language proficiency in speaking, reading, and writing.
  • Excellent written and verbal communication skills.
  • Ability to use standard computer programs for word processing, spreadsheets, and presentations.

C. JOB KNOWLEDGE

  • Working knowledge of USAID's procurement processes is required.
  • Working knowledge of USAID program implementation requirements and related computer programs such as ASSIST, GLAAS, etc.
  • Knowledge of public and/or private-sector business processes is required. Professional level knowledge of USG A&A regulations and policies, and/or knowledge and understanding of how to execute and administer a complex acquisition and assistance portfolio is required, particularly as it relates to acquisition through methods of negotiation, sealed bidding, simplified acquisition procedures, and that result in standard and established contract types. A professional level of knowledge of host-country and regional markets pertaining to program/project/activity requirements for services and commodities, and a good knowledge and understanding of US/local market and pricing methods is required.
  • Ability to take the lead on one or more minor assistance actions per year and/or participate on a procurement team of one or more major contracts and/or assistance procurements, and support efforts on other actions as needed.
  • Experience and demonstrated ability in the development and/or review of procurement documents for all categories of procurement (good, works, services), including bidding documents, evaluation reports, and contracts.

Senior A&A:

    • The candidate must be able to take the lead on one or more major contracts.
    • Develop and Publish Notifications of Solicitations:
    • Respond to Applicant/Offeror Questions:
    • Facilitate the Technical Evaluation Process
    • Coordination with the TEC
    • Evaluation of proposals/applications
    • Negotiation and Award
    • Debriefing
    • Award Administration

Procurement Support Services for GH: The contractor will assist GH or mission staff with the following:

1. Provide guidance and assistance to technical staff in preparing requirements packets to include but not be limited to:

* Market research

* Preparing IGCE

* Drafting Selection of Instrument Memorandum

* Drafting Statement of Work (SOW)/ Statement of Objectives

(SOO)/ Program Description

* Drafting Instructions to offerors/applicants

* Drafting Evaluation Criteria

* Preparing waivers as appropriate

2. Facilitate the Technical Evaluation: Manage the TEC schedule and document the TEC proceedings, as well as support the TEC Chair with other functions such as drafting of the TEC memo for the Technical Chair.

Mid-Level A&A:

The candidate must be able to take the lead on one or more minor assistance actions per year and/or participate on a procurement team of one or more major contracts and/or assistance procurements, and support efforts on other actions as needed

  • Publish Notifications of Solicitations:
  • Respond to Applicant/Offeror Questions with the assistance of CO/AO:
  • Coordination with the TEC
  • Evaluation of proposals/applications with the assistance of AO/CO
  • Award Administration

Junior level A&A Specialist:

  • The Candidate must be able to provide support to mid-level or senior level procurement specialists, or equivalent OAA staff, with a myriad of procurement actions as needed.
