Langley Federal Credit Union is currently hiring for a Full Time Vice President, Technology Strategy & Architecture to work in person from our City Center Headquarters located in Newport News, VA.

The Vice President, Technology Strategy & Architecture defines the overarching plan that aligns Langley's technology portfolio and spending with its growth to $10B in assets. This leader diagnoses capability gaps, redundant systems, and vendor overlap across the enterprise and directs a rationalization effort that simplifies the stack. The role establishes and implements the architecture, standards, and evaluation criteria used to assess every project, platform, and investment decision. The VP also leads the Technology Strategy and Architecture team and ensures the governance and examination readiness expected of an institution of that size.

Essential Functions, Duties, and Responsibilities:

Technology Strategy and Stack Simplification

  • Owns and drives the rationalization of Langley's technology stack, sequencing consolidation and sunset efforts and presenting decisions to the CIO for approval.
  • Develops Langley's technology strategy and target-state architecture to support growth to $10B in assets, advising the CIO on emerging technologies, platform direction, and vendor market shifts.

Enterprise Architecture and Technology Standards

  • Owns Langley's enterprise architecture principles and technology standards, covering application patterns, integration, security, change management, and configuration over customization.
  • Extends enterprise standards to all technology, including systems selected or managed by business units outside IT, and ensures platform teams build their architectures within those standards.
  • Establishes the evaluation criteria and review process used to assess technology projects, systems, and investments at defined decision points, such as platform selection and build-versus-buy.
  • Ensures architectural decisions stay consistent with the target-state architecture, delegating decisions that fall within the standards to delivery leaders and identifying where choices add or retire technical debt.
  • Co-owns enterprise data architecture standards with Data Solutions leadership, sharing equal accountability for the enterprise and AI data warehouses and data pipelines built within them.
  • Coordinates with Technology Infrastructure to keep infrastructure design aligned with enterprise standards.

Portfolio Intelligence and Governance

  • Leads the portfolio analysis team, which diagnoses capability gaps, system and vendor overlap, lifecycle status, and technology risk to inform investment and prioritization decisions.
  • Represents architecture in Program Management's portfolio prioritization and provides standards input to vendor evaluations and technology procurement.
  • Maintains enterprise architecture documentation, current-state and target-state views, and the standards library for use in delivery decisions.
  • Ensures governance and examination readiness through defensible documentation of architecture decisions, standards compliance, and rationalization progress.

Leadership and Team Development

  • Leads and develops the Technology Strategy and Architecture team, including workforce planning, skill development, and performance management.
  • Builds architecture competency across delivery teams through published standards and guidance, and partners with business leaders to align architecture decisions with business strategy and member-experience priorities.

Qualifications:

  • Bachelor's degree in computer science, information systems, or a related field, or an equivalent combination of education and experience, required; master's degree preferred.
  • Ten or more years of progressive technology experience required, including:

    • Five or more years in enterprise architecture, technology strategy, or solution architecture leadership.
    • Experience establishing enterprise architecture practices, technology standards, or architecture review processes in a complex organization.
    • Experience leading technology rationalization, system consolidation, or vendor portfolio simplification efforts required.
    • Experience architecting in a vendor-platform environment, including platform selection, integration patterns, and configuration-over-customization trade-offs, required. Experience in environments built primarily on commercial platforms rather than custom development preferred.

  • Experience in financial services, banking, or credit union environments preferred; familiarity with regulatory and examination expectations for technology governance preferred.
  • Enterprise architecture certification or comparable architecture credential preferred.

Targeted Salary Range: $160,000 - $220,000
