Job Title: IT Sourcing Consultant 3

Location(s): Henrico, VA

Job Summary
The IT Sourcing Consultant will lead a sole-source procurement process for a cloud-hosted licensing and enforcement system. The role requires strong procurement and supplier management experience, contract negotiation skills, technical writing, and requirements gathering. The consultant must be able to work independently while leading the team toward successful project outcomes.

The engagement is 20 hours per week for 8 weeks, totaling 160 hours.

Responsibilities

• Lead the sole-source procurement process in collaboration with the project team, cloud solutions team, project management office, and vendor.
• Ensure all required forms and documentation for a sole-sourced cloud-hosted system are completed.
• Evaluate proposals and execute the agreed-upon negotiation strategy with selected suppliers.
• Gather and clarify requirements to negotiate fair-priced contracts with clearly defined deliverables.
• Evaluate and implement risk mitigation strategies.
• Establish contracts that support the customer's long-term interests.
• Manage customer expectations regarding project deliverables through effective and timely communication.
• Conduct post-project lessons-learned reviews to promote knowledge transfer and customer satisfaction.

Required Qualifications

• Minimum 8 years of deep industry experience in procurement and supplier management, including cloud solutions.
• Minimum 8 years of experience in contract and vendor negotiations.
• Minimum 8 years of experience in technical writing and requirements gathering.

Preferred Qualifications

• Knowledge of Virginia public procurement laws.
• Knowledge of cloud-hosted security protocols and requirements.

Work Arrangement

• Part-time engagement: 20 hours per week.
• Duration: 8 weeks.
• Total engagement: 160 hours.
