The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Industry and Security Analysis Group (ISAG) within JOID provides analytical, technical, and program support to promote, grow, and protect the U.S. industrial base. ISAG's support spans the Department of Defense (DOD), Department of Commerce, and other agencies to deliver critical decision support to national security leaders. Our team informs policy decisions, enables execution of comprehensive strategies and monitors and reports on the effectiveness of implementation. This enables senior leaders to execute strategies for developing and sustaining a robust industrial base that meets our nation's strategic resource objectives. From policy to practice, we are a team of economic and national security professionals providing innovative solutions for our Nation's most pressing security challenges.

We have an immediate need for an Outbound Investment Analyst to provide onsite support at the Mark Center in Alexandria, VA.


Responsibilities

The Outbound Investment Analyst will support the DoW's Office of Industrial and Investment Security (I2S) mission to protect U.S. national security interests by reviewing notifications of certain types of outbound investments by United States persons into certain entities located in or subject to the jurisdiction of a country of concern, and reviewing and generating referrals of transactions involving outbound investments into certain countries covering certain technology areas to reduce or eliminate risks posed by foreign adversaries utilizing outbound investments from the United States. The candidate will analyze open-source and classified information on outbound investment notifications to formulate actionable analysis, policy recommendations, summaries, talking points, and action memos for DoW leaders. The candidate will also identify all possible ways foreign ownership, control, or influence (FOCI) has or will affect a company's ownership, leadership, or affiliations, including "non-passive" rights, including access to non-public technical information and know-how to inform DoW leaders of potential foreign malign investment impact to the DIB and U.S. economy.


Qualifications

Required:

  • Bachelor's degree in Economics, Finance, Business, National Security, Intelligence, or related field
  • 5+ years of relevant experience conducting economic security, financial analysis, business intelligence, counterintelligence, national security, defense industry, or risk analysis
  • Experience analyzing corporate structures, ownership, investment activity, or industrial base dynamics
  • Familiarity with ICTS, Outbound Investments, CFIUS, export controls, sanctions, or other related USG processes
  • Ability to research complex economic topics and develop on short notice concise, informative products for senior leaders
  • Active TS/SCI clearance
  • Able to work fully onsite based on client needs

Desired:

  • Master's degree in Business, Finance, or Economics
  • Certified Anti-Money Laundering Specialist (CAMS) or Certificate in Combating the Financing of Terrorism (CFT)
  • Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), or Certified in Financial or Forensics (CFF)
  • Military Intelligence experience

Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $140,000.00/Yr. - USD $160,000.00/Yr.
