Spectra Tech has an immediate need for a Project Manager- Estimating Financial I, II, III in Richland, WA.

Description: The project manager position plans, coordinates, and executes projects with a strong emphasis on cost estimating, financial analysis and budget control. Additionally, this position leads and directs activities of project teams that vary based upon project size.

Principal Account Abilities: Develop and maintain project estimates, budgets, and financial forecasts. Conduct cost analysis, value engineering, and risk assessments to support decision-making. Prepare detailed scopes of work, schedule projections, and resource plans. Collaborate with estimating teams to validate bid proposals and cost breakdowns. Manage vendor contracts, change orders, and procurement activities with strong financial oversight. Build strong relationships with clients, stakeholders, and subcontractors to ensure transparency and smooth project execution.

Skills/Experience:
Required Education and Experience: A Bachelors degree from an accredited college or university and two years of progressively responsible project management or professional level experience in an electric public utility or equivalent environment (such as government agency or private or public utility related organization).
OR an Associates degree from an accredited college or university and three years of progressively responsible project management or professional level experience in an electric public utility or equivalent environment (such as government agency or private or public utility related organization).
OR a high school diploma or GED and five years of progressively responsible project management or professional level experience in an electric public utility or equivalent environment (such as government agency or private or public utility related organization).

Project Management certification is required for Levels II-III.

Desired Education and Experience:

PMI Project Management Professional Certification desired.

Required Abilities and Skills:

Background in estimating, financial analysis, or cost engineering.

Strong understanding of project management principles, methodologies, and best practices.

Ability to interpret budgets, forecasts, cost models, and financial data.

Proficiency with project management and estimating software.

Excellent communication, analytical, and problemsolving skills.

Ability to manage multiple projects and priorities in a fast-paced environment.
