Program Analyst II

The Program Analyst provides procurement and program support for OES assistance programs, including program implementation of Economic Support Funds and specialized diplomatic initiatives. The position supports federal assistance awards throughout the award lifecycle, provides program coordination and analysis, and assists with grants, cooperative agreements, interagency agreements, voluntary contributions, and letter grants.

Compensation & Benefits:

Estimated Starting Salary for Program Analyst: $100,000- $102,690

Pay commensurate with experience.

Responsibilities Include:

* Provides advice on OES initiatives in support of overall program implementation of Economic Support Funds in targeted fiscal years and specialized diplomatic initiatives as needed.

* Advises program offices on the development of Inter-Agency Agreements (IAAs), grants and cooperative agreements, voluntary contributions, and letter grants.

* Serves as the focal point for pre-award through award closeout issues affecting and impacting OES operations and other assigned OES programs.

* Supports completion of documentation for all federal assistance awards and amendment submissions for substance, conformance with instructions, completeness, and compliance with federal regulations.

* Drafts and reviews action memos, solicitation letters, congressional notifications, Notices of Funding Opportunities, Open Competition Exemptions, and other required documentation to ensure federal and OES requirements are met.

* Launches and coordinates Notices of Funding Opportunities in SAMS Domestic and Grants.gov, ensuring federal regulations and program requirements are met.

* Coordinates panel reviews with Grants Officer Representatives and helps facilitate panel reviews of proposals. Supports the program office by ensuring panel minutes are accurate and panel recommendations are reflected in a decision memo approved by the Office Director.

* Analyzes and recommends changes in scope of work for grants, cooperative agreements, and interagency agreements, ensuring programs are sound and feasible before launching them in SAMS Domestic for Grants Officer review.

* Coordinates with the Budget Analyst in the generation of fiscal data and requisitions.

* Participates with the Grants Officer, Global Change staff, and staff from other technical offices in kick-off meetings to orient new grantees and highlight roles and responsibilities in the administration of grants, cooperative agreements, and interagency agreements.

* Assists with budget coordination during strategic planning processes affecting global change programs and other programs as needed.

* Serves as the point of contact and source of information for program coordination and expert advice regarding strategic planning, funding allocation, and program implementation for OES programs as needed.

* Reviews amendment awards and provides recommendations regarding amendments and closeout requests to ensure sound management, implementation, and administration of agreements.

* Provides monitoring and coordination of Foreign Assistance activities.

* Supports the reclassification process.

* Supports data collection for F taskers.

* Supports Targeted Diplomatic Programs as needed.

* Performs other job-related duties as assigned.

Experience, Education, Skills, Abilities Requested:

* Experience in program administration, operating procedures, oversight, and monitoring.

* Excellent written and oral communication skills in English to prepare and present analysis, defend recommendations and proposals for supervisor decision, and participate in meetings and discussions.

* Excellent organizational skills and multitasking abilities.

* Ability to work independently with minimal supervision and multitask in a high-volume, fast-paced work environment.

* Excellent ability to interact with complex environments and maintain a flexible, team-oriented approach to work.

* Excellent ability to build and maintain strong working relationships with colleagues.

* Familiarity with or direct experience working for U.S. foreign affairs agencies and/or international organizations.

* Familiarity with or direct experience managing grants, interagency agreements, voluntary contributions, and letter grants.

* Demonstrated ability to develop professional working relationships with officers throughout the Department and with the foreign policy community.

* Good computer, computer network, and database skills.

* Good facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software and database applications.

* Security Clearance: Secret

* Must pass pre-employment qualifications of Cherokee Federal.
