HJF is seeking a Program Manager to facilitate information flow at the Traumatic Brain Injury Center of Excellence (TBICoE) between contract employees, section/office staff leads, and government leadership. This role will oversee and execute contract personnel actions, manpower utilization, workflow, and operational procedures as outlined in contract requirements. Broad, in-depth, experience in business process development, process improvement, change management, project management, systems integration, and leadership and management is critical. Broad skills and significant depth of experience in a variety of disciplines ensure rapid diagnosis of organizational performance and business systems gaps.

Demonstrated expertise in providing guidance and direction to small and complex projects and programs; proven abilities in process development for organizationally critical processes, process improvement, change management; demonstrated capability in managing multi-task projects and programs of high complexity; broad responsibility in process design, implementation, and integration. Primary functions include specific and comprehensive analysis of organizational processes, systems and personnel in relation to core goals and strategic direction

This position will be in support of TBICoE in Silver Spring, MD. TBICoE is a branch of the Research Support Division in the Research and Engineering Directorate (R&E) of the Defense Health Agency (DHA). DHA is a Federal Program within the Department of Defense (DoD). TBICoE, known previously as the Defense and Veterans Brain Injury Center (DVBIC), has been congressionally mandated since 1992 and is currently a matrixed research, dissemination, and knowledge translation program, supporting warfighter brain health and readiness by advancing the traumatic brain injury state of the science and clinical standards.

TBICoE's mission to support the warfighter is executed through subject matter experts embedded across DHA facilities with expertise in TBI clinical research investigations, surveillance, clinical tool development and training, cognitive monitoring and assessment, and dissemination of TBI tools, products, and education/training materials to DoD medical personnel, service members, including Guard, Reserve, and operational medics/corpsmen, veterans with TBI, and families/caregivers of the warfighter.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


  • Serves as lead contractor and single point of accountability for all TBICoE support on this contract and provides oversight to contractors within all TBICoE sections.
  • Provides oversight and direction to Deputy Program Manager and contract team leaders/managers.
  • Facilitates information flow between contract employees, section/office staff leads, government leadership, and contract leadership.
  • Provides oversight and analysis of contract expenditures broadly and to include individual projects, research studies, and equipment/technologies as required.
  • Analyzes cost and pricing data submitted to verify and substantiate direct and indirect costs.
  • Ensures appropriate resources are assigned to accomplish tasks.
  • Oversee internal auditing of contractor performance, internal program assessments, quality of work and quality of deliverables.
  • Prepares program summaries and reports for TBICoE leadership and others as required and/or requested.
  • Provides manpower utilization analysis or metrics, and recommends work flow and operational procedures to improve efficiency, productivity, and overall program efficacy.
  • Provides ad hoc reports as requested.
  • Prepare requests for actions/proposals and other projects as needed.
  • Ensures full compliance with all contract requirements, schedules, and provisions.
  • Other duties as assigned.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Education and Experience

  • Bachelor's degree required; Master's degree preferred in a health, business management or administrative related field required. Ten years of experience managing a similar requirement as that outlined in this contract may be accepted in lieu of educational minimums.
  • More than ten years of experience working with government agencies, contracting and program management required. Prior experience within the DoD/VA systems of care preferred.

Required Knowledge, Skills and Abilities

  • Knowledge of large federal program management and federal budget process required.
  • Ability to use sound judgment in problem solving and excellent interpersonal and communications skills required.
  • Ability to coordinate multiple tasks and complex issues at any given time.
  • Must adhere to legal, professional and ethical codes with respect to confidentiality and privacy.
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Prior experiences in the life sciences strongly preferred.
  • May require US Citizenship and the ability to obtain and maintain a T3/Secret Clearance.

Physical Capabilities

  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

Licenses and Certifications

  • Project Management Professional (PMP) required.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $105,800-$151,600. Actual salary will be determined based on experience, education, etc.
