PMO Director - Naval Systems



Position Profile :

The manager of the PMO Team is responsible for managing and overseeing all aspects of the Program Management Office for Marotta's Naval Systems BU.

Program Managers in the PMO Team lead multiple marine and military engineering and manufacturing Integrated Product Development (IPD) teams through design, development, qualification and LRIP production phases, acting as primary point of contact for customers during these phases. Program Managers perform project planning, progress measurement, scope control, budget oversight and status reporting via % complete methodology to executive management and customers. PMO will actively partner with business development and contracts administration to support all business activities. The PMO manager will coordinate the efforts of the PMO Team and provide overall guidance across multiple initiatives to drive Naval Systems business strategy forward developing a comprehensive strategic framework for product development and cost monitoring/control.

The PMO Manager role is a key point of communication and must encourage collaboration with other departments, including Engineering, Finance, Contract Administration, Manufacturing, Planning, Quality and Business Development.

The PMO Manager will be responsible for maintaining Key Performance Indicators to quantify progress and drive performance across all Naval Systems programs. They will have a cultivated subject matter expertise with the key software tools required for program management such as JIRA and Microsoft Project. They should be familiar with the DOD framework for measuring projects and a working knowledge of ACWP, BCWP, BCWS, and relevant indices.

The PMO Manager will be responsible for overseeing and ensuring that the team has suitable tools and processes to adequately manage programs and reporting requirements to customers and peer groups. Also host regular meetings to encourage collaboration, address issues and report progress to customers and stakeholders.



Minimum Required Qualifications :


  • Previous experience in the Aerospace and Defense industry preferred.
  • Bachelor's degree or equivalent in an engineering, science, or business discipline.
  • >7 years' experience in aerospace and/or military mechanical and/or electrical component and/or systems engineering design, development, and manufacturing.
  • Understanding of Program Management principles, such as those promoted by the Project Management Institute.
  • Exemplary verbal/written communication skills required for multi-faceted interactions with all levels of personnel within the organization, as well as outside agents, including but not limited to; vendors, suppliers, customers, etc.
  • Highly computer literate, with MS Office/PC expertise, and demonstrated experience with applicable systems, programs, equipment, etc.
  • Must be a US Citizen



Essential or Primary / Key Responsibilities :

Responsible for:


  • Maintain suite of EVMS metrics for each program with % complete
  • Driving strategic growth plan for product development in line with business development approach
  • Cultivate and refine the distinction between production/ development program managers with appropriate swim lanes for each
  • Oversight and management of the team of Program Managers responsible for the following:
  • Growth of relationships with existing and new customers.
  • NRE Cost, Design to Cost, and Schedule performance for assigned projects. (Shared with functional department leadership).
  • Customer satisfaction for all projects under PMO authority.
  • Creation and release of project Work Breakdown Schedules.
  • Creation and maintenance of Integrated Master Schedules for all programs.
  • Facilitating all IPD Team meetings with documentation of minutes and maintenance of Action Item Lists.
  • Ensuring timely followup and completion of actions assigned to IPD team members. Escalation as needed in order to drive progress and meet customer expectations.
  • Reviewing and creating labor and material plans and cost reports.
  • Control of program scope. Limit scope creep when possible and escalate when new requirements or obstacles mandate additional scope.
  • Resolution and coordination of project cost, schedule, and technical performance issues.
  • Escalation of issues that cannot be resolved at the project team level.
  • Project NRE expenditures to within 10% of BAC.
  • On-time delivery of major milestones.
  • Identifying opportunities to grow business content with associated project customers.
  • Identifying new or synergistic business opportunities in associated market segment.
  • Supporting significant proposals with related PMO inputs. Refining Basis of Estimates for proposals.
  • Be the voice of the customer within Marotta with the highest level of customer satisfaction.
  • Early detection of risks and opportunities.
  • Demonstration of highest ethical standards.


Additional Duties / Responsibilities :


  • Bring initiatives and activities to closure in a timely manner through effective interaction with individuals, both internal and external to the Marotta organization.
  • Manage the performance of PMO Team members, including performance reviews, timekeeping, recruiting, discipline and recognition.
  • Maintain and continue to elevate relationships with Business Development, Engineering, Operations, Finance, HR and all other facets of the company.
  • Abide by all safety, quality, housekeeping and company policies/procedures to ensure compliance to various regulatory and internal system requirements.
  • Contribute to a positive and cooperative work environment through effective communication at all levels internal and external to the organization.
  • Actively participate in team meetings, improvement initiatives/programs, etc. to provide constructive recommendations and initiate actions to support company initiatives/goals.
  • Consistently demonstrate commitment to company values.
  • Keep management informed of area activities and of any significant problems.
  • Assume responsibility for related duties as required or assigned.
  • Ensure that work area and work areas of direct reports are clean, secure, and well maintained.
  • Complete special projects and miscellaneous assignments as required.



Work Environment :


  • This job interacts both in a professional office environment and a manufacturing/machine shop environment. This role uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines, as well as environments inclusive of the appropriate eye, hearing and foot protection (as required).
  • This is a full-time position. Days and hours of work are 9 hours, Monday through Thursday and 4 hours on Fridays. Overtime and weekend work are expected, as job duties demand.
  • Some travel is expected for this position (15-20%).



Physical Requirements :


  • While performing the duties of this job, the employee is regularly required to see, talk, and hear.
  • The employee is frequently required to reach and lift with hands and arms, and to use hands to finger, handle or feel.
  • The employee is regularly required to stand at length when necessary, sit, walk, bend, turn, etc., and move about the facility.
  • The employee may be required to lift, push, pull and/or move items weighing up to 25 pounds (shipping, prep, and setup for trade shows, etc.)




This position is at our Parsippany, NJ corporate office's location (with occasional need to work in Montville).

Salary Range: $160,000 - $210,000
