We are currently seeking a Policy and Capabilities Team Lead. to fulfill customer requirements with outstanding customer service and engagement. Position Summary

The Policy and Capabilities Team Lead serves as the primary contractor lead responsible for managing and overseeing enterprise IT operations, maintenance, enhancement, and administrative support activities for the Sponsor's PC organization. This position provides leadership to geographically dispersed teams, serves as the primary liaison between the contractor workforce and Sponsor leadership, and ensures successful execution of technical, operational, and contractual requirements. The Team Lead is responsible for program oversight, stakeholder engagement, strategic planning, executive communications, and coordination with the Jiminy Cricket Program Manager to support mission objectives.

Duties and Responsibilities
  • Serve as the lead administrator for the PC team and provide overall management and direction of contractor personnel supporting the Sponsor.
  • Direct and coordinate team efforts across multiple locations to ensure effective execution of program objectives and contractual requirements.
  • Act as the primary interface and point of contact with Sponsor program authorities and representatives regarding technical, operational, and project-related matters.
  • Develop, implement, and maintain procedures to support efficient execution of contractual, technical, engineering, programming, maintenance, and administrative support activities.
  • Plan, direct, and oversee execution of multi-disciplinary technical and operational support efforts.
  • Regularly brief PC leadership on program status, accomplishments, risks, challenges, and milestone progress.
  • Monitor project performance, schedules, deliverables, and resources to ensure successful contract execution.
  • Maintain a comprehensive understanding of the PC mission, organizational priorities, and evolving requirements to ensure effective support and mission alignment.
  • Identify and respond to programmatic changes, emerging requirements, and operational needs.
  • Provide regular updates and feedback to the Program Manager regarding work performed in support of the PC organization.
  • Support portfolio management, resource planning, acquisition strategies, and technology investment activities.
  • Develop executive-level reports, strategic papers, decision packages, options analyses, and briefing materials to support leadership decision-making.
  • Manage executive action items, decisions, and taskings through completion and closure.
  • Foster collaboration across technical and mission-focused teams to drive successful program delivery and mission outcomes.
Required Qualifications
  • Must have TS/SCI with Polygraph
  • Minimum of four (4) years of hands-on experience serving as a Project Manager.
  • Experience developing decision-quality materials, including strategic papers, options analyses, executive briefings, and executive action tracking products.
  • Experience overseeing or guiding portfolio and program performance, resource planning, acquisition strategy, procurement activities, vendor management, and enterprise licensing initiatives.
  • Demonstrated experience leading technical teams and managing enterprise IT projects and operational support efforts.
  • Strong leadership, organizational, communication, and stakeholder engagement skills.
  • Experience managing project schedules, priorities, risks, and deliverables in complex environments.
Education and Experience

Candidates must meet the following education and experience requirement:

  • Bachelor's degree in Computer Science, Data Analytics, Software Engineering, or a related technical field, and 8 years of relevant experience.
Desired Qualifications
  • Experience translating mission priorities into actionable IT roadmaps, investment plans, and measurable outcomes.
  • Experience with artificial intelligence (AI) architecture patterns, including model hosting, vector search, retrieval-augmented generation (RAG), data pipelines, APIs, and orchestration frameworks.
  • Experience briefing senior leaders and presenting technical and programmatic recommendations to executive stakeholders.
  • Experience driving cross-functional team collaboration and delivery across multiple organizations.
  • Experience supporting enterprise IT modernization, digital transformation, or emerging technology initiatives.
  • Familiarity with Intelligence Community, Department of Defense, or Federal government mission environments.
