THE POSITION

Join the Office of Children, Youth and Families as a Human Services Program Representative 1 and help strengthen services that protect and support children. This role allows you to guide agencies in improving care and meeting important standards. You will help ensure that programs operate with quality and consistency. DESCRIPTION OF WORK

This position provides consultation, evaluation, and administrative guidance to agencies that serve children and families across the state. The role focuses on reviewing services, analyzing data, and supporting quality improvements in child welfare programs. As a Human Services Program Representative 1 for the Western Regional Office, you will perform the following duties:

  • Agency Evaluation: Conduct on-site reviews and assess agency practices to support program goals
  • Abuse Review: Analyze allegations of child abuse in out-of-home care and determine needed actions
  • Program Analysis: Evaluate services and documentation to ensure compliance with state and federal standards
  • Recommendation Development: Present findings and negotiate improvements with agency leaders and stakeholders
  • Financial Review: Analyze reimbursement requests and financial reports to ensure funds support program objectives
  • Policy Support: Help develop and implement policy changes that strengthen children and youth services

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Travel is required.
  • Work Location: We are currently located in a temporary office in Pittsburgh. We will be relocating to an office in Butler, Pennsylvania in the future.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week, after having shown the ability to complete your work in a timely manner and efficiently, and upon recommendation from the supervisor and director. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in the Western Region. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of professional experience developing, implementing, or evaluating a human service program, and a bachelor's degree; or
  • An equivalent combination of experience and training.

Other Requirements:

  • You must be able to perform essential job functions.

  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
