SUMMARY OF THE ROLE

The Marine Manager is responsible for the safe, compliant, and efficient execution of all marine activities at the RGLNG export terminal, including coordination of LNG carrier arrivals, berthing, mooring, cargointerface marine support, and departures. This role ensures all marine operations comply with U.S. Coast Guard (USCG) regulations, terminal procedures, and industry best practices, while providing effective leadership across marine logistics and daytoday marine operations. The role is based in Brownsville, TX, and requires a valid TWIC.


KEY RESPONSIBILITIES

  • Oversee all marine activities associated with LNG carrier arrivals, approaches, berthing, mooring, unmooring, and departures.
  • Maintain operational readiness of berths, navigation aids, mooring systems, and waterside infrastructure.
  • Make realtime marine operational decisions based on weather, tides, currents, and environmental limits.
  • Ensure smooth coordination between the terminal, ship agents, pilots, tugs, line handlers, and vessel crews.
  • Serve as a key interface with the U.S. Coast Guard, port authority, and state/local marine agencies for all waterside activities.
  • Ensure compliance with 33 CFR Part 127, MTSA requirements, and applicable marine safety/security regulations.
  • Support USCG inspections, drills, audits, and regulatory reporting.
  • Coordinate pilot scheduling, tug assignments, and all marine service provider activities.
  • Ensure marine contractor performance aligns with terminal standards and safety expectations. Participate in contractor performance reviews and improvement initiatives.
  • Coordinate hydrographic surveys, bathymetry reviews, and dredging support as required.
  • Oversee marine aspects of simultaneous operations (SIMOPS) during LNG loading, cooldown, maintenance, or other terminal activities.
  • Coordinate with terminal departments / PICs regarding marine implications of cargo operations.
  • Ensure safe marine interface during cargo arm connection and LNG transfer preparations.
  • Maintain the Marine Terminal Manual, USCG Operations & Emergency Manuals, and marine procedures.
  • Track marine KPIs and drive continuous improvement initiatives.
  • Prepare incident reports, performance summaries, and regulatory submissions as required.
  • Supports RGLNG expansion projects on all marine related matters during terminal development and commissioning.
  • Supervise, train, and mentor Persons in Charge (PICs) of loading and mooring, act as backup to PICs. Create ship loading planning and cargo related documentation.
  • Collaborate with the Marine Director to build relationships with the government, contractors, and external stakeholders.

Minimum Requirements:

  • 7-11 years of progressively responsible marine operations experience (U.S. Gulf LNG Terminal experience preferred).
  • Strong working knowledge of USCG marine regulations, 33 CFR 127, and port operational practices.
  • Experience with line handling, dedicated tug operations, berthing/unberthing, and mooring systems.
  • Excellent communication and leadership skills in highconsequence marine environments.
