Overview

The Gilbane Development Company is looking to hire a Property Manager, who is responsible for the overall operational, financial, and compliance performance of The Upland at Barnaby & 7th, a LIHTC multifamily community. This role provides on-site leadership and ensures the property operates efficiently, maintains full regulatory compliance, and delivers an exceptional resident experience. The Property Manager oversees leasing operations, LIHTC compliance adherence, rent collections, vendor coordination, maintenance collaboration, and staff supervision. The ideal candidate is highly organized, compliance-driven, resident-focused, and experienced in affordable housing operations.



Responsibilities

LIHTC Compliance & Regulatory Oversight:
* Ensure full compliance with LIHTC (Section 42) requirements and applicable federal, state, and local regulations.
* Oversee income certifications, recertifications, file audits, and documentation accuracy.
* Maintain audit readiness and support agency reviews or compliance monitoring.
* Collaborate with Compliance Specialists and Regional leadership to address regulatory updates and corrective actions.

Leasing & Occupancy Management:
* Oversee leasing efforts, unit turnover, and vacancy management.
* Ensure applicant processing, waitlist management, and eligibility determinations are completed accurately and timely.
* Monitor occupancy levels and implement strategies to maintain strong performance.
* Support marketing efforts aligned with affordable housing requirements.

Financial Performance & Rent Collection:
* Manage rent collection processes, delinquencies, and payment arrangements.
* Oversee budget adherence, expense monitoring, and variance reporting.
* Support preparation of monthly financial reporting and performance summaries.
* Ensure accurate rent calculations aligned with LIHTC limits and utility allowances.

Operations & Maintenance Coordination:
* Partner with maintenance staff to ensure timely completion of work orders and preventive maintenance.
* Oversee vendor contracts and service delivery.
* Maintain property appearance, curb appeal, and safety standards.

Team Leadership & Staff Supervision:
* Supervise leasing and administrative staff.
* Provide coaching, training, and performance oversight.
* Promote a culture of accountability, compliance, and resident service.

Resident Relations & Community Engagement:
* Maintain a positive resident experience.
* Address resident concerns professionally and promptly.
* Support community programming and engagement efforts where applicable.



Qualifications

Required:
* 3-5+ years of property management experience, preferably in affordable housing.
* Working knowledge of LIHTC (Section 42) compliance requirements.
* Strong understanding of rent limits, income certifications, and recertifications.
* Experience managing rent collection and property-level financials.
* Proficiency with property management software (e.g., OneSite, Yardi, or similar).

Preferred:
* Experience managing LIHTC properties in Washington, DC.
* Professional certifications such as HCCP, COS, or equivalent.
* Experience with mixed-income or layered subsidy properties.

Skills & Competencies:

* Strong leadership and team management skills.

* Deep attention to compliance detail.
* Ability to balance regulatory requirements with resident service.
* Strong organizational and time management skills.
* Effective communication and conflict resolution skills.
* Ability to manage multiple priorities in a dynamic environment.

Salary to be determined based on factors such as geographic location, skills, education, and/or experience of the applicant, as well as the internal equity and alignment with the team.

For Washington DC this ranges from $69,760.00 - $95,920.00 plus benefits and retirement program.
