Job Purpose

The Contract Specialist executes monitors and ensures compliance of post award electric framework contracts for non-complex construction projects. This includes contracts for Substation, Distribution Line, Transmission Line, Civil, Matting, and support service construction projects for National Grid. The Contract Specialist will monitor and conduct reviews of contractor performance, manager cost compliance, contract adherence, dispute resolution and ensure Health, Safety, Environmental and Quality compliance within the contract. The contract specialist will support process & performance. Development and implement KPI's for contractors. Work with adjacent internal and external stakeholders to maximize value and reduce cost for National Grid and it's customers.

Additional: Project planning and management tasks will be delegated as part of the experience.

Key Accountabilities
  • Become a subject matter expert in post award contracts for non complex construction projects and work plans.
  • Monitor contractor performance to include KPI development, conduct performance review meetings, and performance improvements plans.
  • Participate in the contract renewal and execution process with adjacent stakeholders. Review contracts and specifications for updates and present issues to stakeholders internal and external to the business unit.
  • Execute work authorizations and notice to proceeds for projects under framework contracts.
  • Continuously monitor, develop and enforce contracts and contract compliance within the business unit.
  • Provide reporting requirements at regular intervals to higher management.
  • Project delivery and project management on a small scale will be included.
  • Liaising between National Grid and the supplier organizations, supporting the relationship regarding the contracts, and enabling all communications take place effectively and efficiently.
  • Collecting and analyzing quantitative and qualitative data to monitor the suppliers' performance against agreed service levels, publishing the results and working on actions based on results.
  • Develop service requirements and supply arrangements with and through key business partners and stakeholder groups.
  • Define, agree and develop obligatory key performance indicators and monitoring of supplier contract and commercial performance (tracking, reporting, influencing behaviors).
  • Assess through contract cost modelling tools, the benefits, financial risks and impacts of existing and potential new contracts (opportunities) to contribute in delivering value.
  • Manage the policies and processes for compliance and audit; ensuring delivery by suppliers and internal stakeholders of the policies and procedures.
  • Influence both business management decisions and individual behaviors to better manage service requirements, service utilization and budgetary controls.
Qualifications
  • Bachelor's or equivalent.
  • Previous contracts experience preferably in the construction realm.
  • Equivalent contract management experience from other technical industries such as government or defense will be considered.
  • Strong technical understanding of contracts and the associated work governed by the contracts.
  • Strong understanding of construction pricing structures in contracts (lump sum, unitized values, time & equipment), contractor performance (KPI's) and change management principles in contracts.
  • Background in project management.
  • Valid driver's license required.

$88,000 - $103,000 a year
