COWI is looking for a Resource Manager to become a part of our collaborative team. In this role, you will collaborate closely with experts on some of North America's most impactful projects, primarily focusing on exciting bridge, tunnel, and marine work. We believe in developing versatile engineers who can apply their skills across various disciplines, encouraging a culture of continuous learning and growth. You are going to work closely with a team of experts and will report to the Head of Engineering.



The Resource Manager is responsible for planning and managing resource requirements for projects and business units, ensuring the efficient use of resources. This role supports the Heads of Engineering Canada and USA, enhances cross-border collaboration, and facilitates ongoing improvements to resource management processes. Additionally, it requires a deep understanding of the complexities of a civil engineering consulting business and the ability to achieve billability targets.



Your key responsibilities will be:



  • Plan short, medium, and long-term resource requirements for projects and business units.
  • Embed and improve systems, tools, processes, and governance for efficient resource management.
  • Capture and manage staff availability, ensuring skilled staff are allocated to appropriate roles.
  • Develop and maintain consistent mobilization and demobilization strategies.
  • Provide relevant and timely data to support decision-making on resource allocation.
  • Engage with international teams to address skills gaps and improve visibility of needs and availability.
  • Implement accurate resource forecasting processes, including vacancy tracking and progress monitoring.
  • Identify opportunities for redeployment to improve how resources are allocated.
  • Prepare and deliver weekly reports on staff capacity, resource supply, and demand, highlighting critical skill gaps.
  • Maintain accurate and up-to-date data on resource availability and project requirements.
  • Support the Heads of Engineering in Canada and USA by coordinating with other managers and the Engineering Design Center (EDC).
  • Ensure governance and compliance across all projects in resource management.
  • Promote collaboration and communication across cross-functional and international teams.
  • Travel within North America as required to support resource management activities.

On top of that, you will have:



  • Bachelor's degree in Business Administration, Human Resources, Project Management, or a related field.
  • 10+ years of relevant, recent experience in Resource Management or a related field.
  • Ability to work collaboratively with cross-functional teams and international stakeholders.
  • Solid project management skills and experience.
  • Effective communication, interpersonal skills, and an innovative mindset.
  • Highly developed skills in organization and prioritizing time-sensitive work.
  • Demonstrated experience in resource planning and management, preferably within an engineering or project-based environment.
  • Comprehensive knowledge of resource management systems and workflows.
  • Skilled in Excel and knowledgeable in Power BI.
  • Ability to travel in North America.

Base compensation: $104,000 to $161,000 for the North Vancouver office only. Actual compensation is subject to variations due to education, experience, skill set and/or location.
