General Summary: The Director of Business Continuity and Emergency Management is responsible for leading the development, implementation, and sustainment of the Henry Ford Health's Emergency Management and Business Continuity Program in alignment with the organization's strategic vision. The Director has a matrixed reporting structure to the Chief Quality Officer and Medical Director, System Emergency Management. This role ensures compliance with federal, state, and local regulations, accreditation standards, and the adoption of best practices. The Director develops and manages policies and programs to prepare the organization for significant disruptions while ensuring consistent and effective responses to critical events across the enterprise. As a subject matter expert, the Director oversees emergency preparedness, operational continuity, resilience through mitigation, incident response, and recovery efforts for Henry Ford Health. Principle Duties and Responsibilities: Essential Functions: * Lead the development, implementation, and execution of operational business * continuity and emergency preparedness programs. * Collaborate with leadership to set strategic direction and integrate emergency management efforts across the organization. * Liaise with business units and service lines to align resilience strategy with organizational initiatives. * Oversee strategic education and training initiatives for senior leaders, providers and * frontline staff in incident management principles and identified top hazards. * Design and implement system-wide tabletop, functional and full-scale exercises. * Maintain emergency response technology, including the Mass Notification System and Electronic Incident Management and Business Continuity tools. * May serve as a subject matter expert; chair or hold voting board positions on internal and external committees and workgroups at the regional, state or federal level. * Ensure compliance with regulatory standards such as CMS and Joint Commission accreditation requirements. * Research and recommend best practices for emergency preparedness and response. * Establish and maintain communications with leaders, physicians, and key stakeholders across the organization. * Lead the organization's crisis response and recovery efforts with emotional intelligence and executive influence. * Delegate tasks to team members as appropriate. * Prepare concise and effective written and oral communications for varied audiences. Program Management: * Oversee the program framework, including hazard vulnerability analysis, training, exercises, and Emergency Operations Plan updates. * Ensure governance of emergency preparedness programs aligns with organizational goals. * Facilitate senior leadership involvement and support of the program through participation, training, exercise and demonstrated benefits. * Build relationships with clinical and non-clinical stakeholders to ensure engagement in preparedness efforts. * Facilitate the development of a Hazardous Materials/CBRNE Decontamination program and related teams to meet OSHA guidance. Personnel Management: * Lead a high performing team (15+ FTE's) including day-to-day guidance, ongoing positive reinforcement, and constructive feedback. * Monitor performance and manage team growth opportunities. Project Management: * Oversee the implementation of the Incident Command System (ICS), National Incident Management System (NIMS) and Business Resiliency Initiatives. * Collaborate with enterprise senior leadership, Chief Quality Officer and Emergency Management Medical Director to set strategic direction for emergency preparedness and resilience initiatives. * Develop an annual program calendar and track progress on goals. * Develop an Enterprise Emergency Operations Plan including support and functional annexes to ensure compliance with CMS and Joint Commission standards. * Develop business continuity and resilience strategies, including business impact analysis. Coordinate with Information Technology to match operational downtime planning initiatives in partnership with IT downtime related activities. * Maintain emergency contact information and the Enterprise Mass Notification System. * Conduct regular communications related drills and exercises, ensuring resilient communications systems are in place. Drills/Training: * Develop and manage annual training and exercise plans, coordinating tabletop, functional, and full-scale exercises. * Document lessons learned and implement improvements based on after-action reports * Organize Safety & Emergency Preparedness Week and other training events to enhance staff knowledge. Financial Management: * Oversee program budgeting, capital requests, and inventory management related to emergency preparedness. * Identify and manage grant opportunities for emergency preparedness initiatives. External Liaison: * Represent Henry Ford Health in external groups and regional planning committees, including Healthcare Coalitions and Local Emergency Planning Committees. Liaise with local, regional, and private-sector agencies for the facilitation of relationship building. Skills, Abilities, and Competencies: * Strong leadership, project management, and communication skills. * Experience in emergency preparedness, particularly within healthcare settings. * Proficiency in Microsoft Office and emergency preparedness planning software. Education/Experience Required: * Master's degree in healthcare administration, emergency management, public safety, or a related field from an accredited institution. * 7-10+ years of progressively responsible experience in business continuity, emergency management, public safety or healthcare operations. * Valid Michigan Driver's License. Preferred Qualifications: * Board certifications (e.g., PEM, CHEP, CHSP, CBCP, or other recognized designations). * Experience in leadership roles (e.g., Emergency Manager, Safety Officer, Business Continuity Manager) in a large healthcare organization. * Experience working in an academic medical setting to implement regulatory and accreditation requirements in a timely manner. * Strong leadership skills in staff recruitment, training, and motivation, with a focus on fostering a service-oriented environment. * Active licensure (e.g., RN, EMT-P, or similar) in the State of Michigan. * Current or former military, public safety, disaster or Incident Management Team experience.
