Job Summary

Under the direction of the Dean of the School of Veterinary Medicine, the Executive Assistant Dean (EAD) serves as the chief financial and administrative officer for the School of Veterinary Medicine (SVM) overseeing the managers/directors of disciplinary and functional areas including finance, facilities and safety, staff human resources, information technology, and the Academic Unit Shared Services Center. The EAD has responsibility for the School's administrative and financial functions, including direct administrative and budget support for (reporting to the Dean) School-wide programs including 6 academic departments, 12 centers (including two off-site locations in Tulare and San Diego), a Dean's office (with 11 units), and the Veterinary Medicine Teaching Hospital (VMTH). Key responsibilities for this position are to provide leadership for strategic planning and oversight for the business operations of the SVM. Reporting directly to and working closely with the Dean, the EAD works collaboratively inside the School with the School's departments, centers/institutes/laboratories, Dean's office units, and teaching hospital and with colleagues across the campus to ensure the alignment of School resources with the academic mission of UC Davis and the SVM. Provides planning and oversight for the SVM budget of $330 million, and expenses associated with capital projects as large as $300 million. Manages facilities and safety functions, the school-wide information technology unit, and staff personnel functions in the Dean's office. Participates at the campus level on HR, finance, and compliance initiatives and interfaces with department/unit management regularly to communicate school-wide and campus initiatives, resolves issues, fosters integrated collaborations among departments and units and oversees administrative practices. For non-academic matters, serves as the Department Chair for the SVM Dean's office and represents the Dean in interactions with Department Chairs, VMTH and Center directors, and faculty. Works with the Executive Associate Dean on strategic initiatives, planning and funding for new facilities, renovation of existing space, faculty start-up packages, and assignment of space. Serves as the SVM administrative liaison with other Schools/Colleges and campus units.

Minimum Qualifications

  • Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program.
  • Master's degree or equivalent experience in Business Administration or similar field.
  • A minimum of ten years of high-level administrative experience within a large, complex environment at an institution of higher education.
  • Skills in financial planning and analysis to manage financial operations that include significant budgets and varying fund sources. Skills to develop new business models and apply innovative organization development initiatives to continuously improve the school's ability to be nimble and innovative in the face of budgetary and other external pressures in higher education.
  • Interpersonal and communication skills to clearly and effectively interact with diverse groups and individuals, secure and/or provide information to clarify situations, resolve problems and communicate policy decisions. Skills in explaining information clearly and communicating decisions through excellent presentation and communication.
  • Proficiency and demonstrated skill and knowledge of automated accounting and budgeting systems, internal budget and business control standards/practices, and the development of financial/business policies and procedures to maintain stability and manage effectively within a large organization.
  • Skills in identifying and utilizing employee strengths, while supporting the development of new competencies in an exciting and dynamic environment, plus skills in achieving goals through promoting collaboration and team building and work cooperatively with peers, employees and faculty.
  • Advanced project management skills to manage strategic initiatives including capital and revenue generating projects.

Preferred Qualifications

  • Experience leading and managing at an institution of higher education, preferably in the public sector.
  • Experience and proven track record as an effective leader in the areas of strategic and tactical planning, human resources management, budget and financial management, facilities planning and administration and technology management.
  • Knowledge and skill to effectively lead and manage in a higher education setting, specifically the University of California.
  • Knowledge of the veterinary medical industry and veterinary medical higher education environments.

Key Responsibilities

Financial and Administrative Leadership and Management (60%)

  • Develop and implement strategies for management of the SVM including budget allocations, faculty salary administration plan, student fees, state/federal legislative funding affecting the SVM, and compliance. Develop funding strategies for school wide programs and department, center and program support. Oversee SVM budget of $330 million encompassing the budgets of 6 departments, 12 centers, a Dean's office (with 11 units) and the VMTH, plus expenses associated with capital projects. Work with campus administration on campus financial strategies, initiatives and policies.
  • Oversee the administrative organization and operations of individual units/programs within the SVM, including serving as Department Chair for the SVM Dean's office for non-academic matters. For non-academic matters, represent the Dean in interactions with Department Chairs, VMTH and Center directors and faculty. Serve as a member of the Dean's Cabinet and Academic Council as part of the Dean's senior leadership team for strategic initiatives and projects. Develop organizational paradigms across departments and centers to improve efficiencies and generate revenue when appropriate and possible.
  • Directs staff personnel matters in the school including the oversight of staffing plans in the departments and centers and the oversight of staff salary plans and programs. Serves as liaison to HR for any staff performance issues that require Dean's office involvement including performance management challenges and safety violations. Participate at campus level on HR and risk management initiatives and committees.
  • Interface with department/unit management regularly to communicate school wide and campus initiatives, resolve issues, foster integrated collaborations among departments and units and oversee administrative practices.

IT / Facilities / Equipment / Safety Planning / Management (30%)

  • Advise the Dean on planning and funding for new facilities, renovation of existing space. Work with building committees on the assignment of space within the SVM. Work with campus in maintenance of facilities; manage the SVM Director of Facilities and Safety Management and the VMC - Facilities Project Manager. Identify funding for facilities and related furniture and equipment, working with the SVM Development office, SVM stakeholders and campus planners. Interact with campus on issues related to new construction and major renovations to convert existing space. Work with the Executive Associate Dean in negotiations and funding strategies for new faculty including start-up packages and lab renovations. Develop shared use of equipment strategies and funding mechanisms. Work with the Facilities and Safety Manager to oversee the safety function in the SVM, ensuring school wide compliance with safety regulations.
  • Works as a member of both the Dean's Cabinet and the school-wide IT Governance Committee to plan IT projects, investments, and services that are consistent with the school's mission and goals and the SVM strategic plan. Manages the Chief Information Officer of the Information Technology unit with responsibilities that include administrative computing, faculty and student computing support related to the delivery of the curriculum, and the school and hospital's network and operational infrastructure.
  • Ensures client support and operations units are responsive and technically sound. Ensures programming projects are appropriately prioritized.

Campus Liaison (10%)

  • Serve as the SVM administrative liaison with other Schools/Colleges and campus units including the budget and institutional analysis (BIA) office, HR, facilities management, risk management, campus counsel, design and construction management, and environmental health and safety. Coordinate strategic initiatives with other Assistant Deans. Represent the SVM on campus committees and system-wide committees (e.g., Division of Agricultural and Natural Resources system-wide Assistant Deans quarterly meetings), work groups and task forces as appropriate. Serves on the governance board for the Academic Unit Shared Services Center (SVM is a founding member). Supervises the director and financially/administratively oversees AUSS-C which is housed in the SVM.

Department Overview

The SVM is a large academic unit on the UC Davis campus, and the top-ranked school of veterinary medicine in the country. The SVM includes approximately 200 Senate faculty, 160 Emeritus faculty, 70 Academic Federation faculty and members, 50 postdoctoral scholars, 630 professional students, 160 graduate students, over 130 residents, and over 1,100 staff members. The SVM has two professional programs (the Doctor of Veterinary Medicine and the Master of Preventive Veterinary Medicine Program) and four Graduate Groups. The School comprises six academic departments, twelve research centers/institutes/laboratories, a Dean's office (with 11 units), and one Veterinary Medicine Teaching Hospital. Serves on the Academic Council and the Dean's Cabinet as part of the Dean's senior leadership team. The annual SVM budget is $330 million including approximately $60 million in extramural expenditures. More than 900,000 square feet of teaching, research, and clinical space is assigned to the School and under the School's management.
