The Gas Controller is responsible for the 24 hour/day, 365 day/year safe and efficient operation of the gas pipeline system, from high-pressure delivery at city-gate stations, through pressure regulating stations located throughout the pipeline system for delivery of natural gas to customers. The Gas Controller is expected to perform real time actions to ensure reliable operations to Gas Customers on a 24x7 basis during normal, abnormal, and emergency conditions. This responsibility includes operation over 5 states to support 3,000 miles of transmission pipeline, 30,000 of distribution piping, 4 LNG facilities, 7 Energy Reliability Centers, 600+ regulator stations, and 19 electric generation plants for Duke Energy and other customers. On a design day the Gas Controller is responsible for 6 billion cubic feet (BCF) of gas flow. They are required to coordinate with interstate suppliers to manage within contractual requirements, shut down a pipeline within 30 minutes for a pipeline rupture, as well as compliance with all TSA regulations. The Gas Controller monitors pipeline loads, pressures, and flows, via the Gas SCADA system to ensure the system meets demand while being operated within defined parameters. The Gas Controller shall act to return the system to these prescribed parameters when excursions occur. This role is also responsible for managing Manual Operations of the Gas Pipeline System if a full or partial loss of SCADA were to occur. The Gas Controller may serve as the Duty Manager who is responsible for making State and PHMSA notifications for a pipeline incident in the required time.

Responsibilities
  • Use individual judgment and initiative to make independent decisions and take action to control gas pressures, flows, and odorization in order to assure continuous and reliable delivery of natural gas to customers.

  • Assure the safe operation of the pipeline system for customers and employees

  • Assure conditions that will maintain the physical integrity of the pipeline system.

  • Assure compliance with DOT regulatory requirements; and to do so in a cost-effective manner.

  • Monitor and analyze data, including but not limited to system alarms, and real-time gas pressure, flow, and odorization data reflecting current system status.

  • Operate and monitor seven compressor stations to meet the needs of electric generation and other customers

  • Analyze current system conditions, with consideration for historical usage patterns and knowledge of the pipeline system, to determine, in advance, pipeline adjustments should be made.

  • Effectively communicate instructions to field personnel and manage work.

  • Execute duties under emergency conditions and apply extensive system knowledge to develop solutions during unique situations.

  • Maintain compliance with TSA and Control Room Management Regulations and perform the role of Duty Manager.

Required/Basic Qualifications

  • Associates degree

  • 2 years related work experience

  • In lieu of Associates degree(s) AND 2 years related work experience listed above, High School/GED AND 4 years related work experience

Desired Qualifications

  • Bachelors degree in Engineering or Business or

  • In addition to desired degree, 4 years related work experience

Additional Preferred Qualifications
  • Gas Operations knowledge and experience.

  • Working familiarity with computer software utilized to assess gas system performance, including but not limited to: intermediate-level spreadsheet skills such as charts and graphs; word processing; and keyboarding skills necessary to work with computerized control equipment and to analyze system performance data.

  • Working familiarity with gas monitoring and telemetering equipment.

  • Broad knowledge of the gas feeder line and distribution system; of maximum allowable operating pressures, as prescribed by DOT regulations, for various parts of the system; of the properties of natural gas and odorants; natural gas hydraulics, and of electronic monitoring equipment utilized to capture system performance data.

  • Must be willing to work shifts to provide departmental service 24 hours/day, 365 days/ year, including weekends, holidays and evenings; typically includes but is not limited to rotating 12-hour shifts.
