Description

Are you looking for an opportunity to change the world's energy future and secure our critical infrastructure? Idaho National Laboratory's Infrastructure Security Program Management Department is hiring a Department Manager to lead their team! This position will work on a 9x80 schedule with every other Friday off out of our Idaho Falls office locations.

Responsibilities Include:

  • Overall performance of the department to include vision and strategy development of capabilities which secure the Nation's Critical Infrastructure, with a special emphasis in Program Management. Directly accountable for human capital management, innovative research programs, delivering program outcomes, and building internal and external partnerships.
  • Grow business volume in current and new opportunity areas through the effective use of program development funding. Lead integrated efforts across multiple Critical Infrastructure Security & Resilience (CISR) programs to develop cohesive, consistent impactful INL programs. Provide strategic direction and overall leadership for cross-functional teams. Responsible for developing and capturing growth in business areas, providing oversight of program and project professionals, and execution of programs within cost, schedule and performance objectives.
  • Provide leadership and management direction to employees in the department. Engage strategically with internal and external organizations to establish INL as the lead lab in development of new research and development capabilities and products. Ensure department is adequately staffed with trained personnel to support needs of programs across National and Homeland Security Directorate.
  • Establish a workplace climate that is aligned with INL mission, vision and values. Provide opportunities for career development and mentoring. Support individual goal setting and accomplishment; monthly interaction with staff members to track progress. Promote open and informal communication to develop mutual trust and teamwork. Anticipate change and adjust promptly and effectively to meet the needs of the organization, customers/clients and the laboratory.
Qualifications

Minimum Requirements:

  • Bachelor's degree in electrical, mechanical, civil, industrial, systems engineering or closely related field plus 5 years' experience.
  • An advanced degree is desired. Project Management Professional (PMP), Federal Acquisition Certification for Program Management (FAC-P), or Defense Acquisition Workforce Improvement Act (DAWIA-PM) Advanced levels are also desired.
  • Have managed a team of at least 20 project management professional positions.
  • Desired experience includes leadership of program/project teams in the energy industry. Including energy production, power management & distribution, critical infrastructure deployment & maintenance, applied engineering research in those industries.
  • Demonstrated experience leading multi-disciplinary teams, developing strategy and vision and effectively engaging with external customer organizations.
  • Experienced with the design and implementation of KPIs to track and manage federal program performance with the ability to implement procedures to manage performance of programs.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" which requires US Citizenship.

Ideal Candidate will have:

  • Bachelor's degree in business administration, Engineering, or related field plus 15 years' experience, or Advanced Degree plus 10 years' experience.
  • An advanced degree is desired. Project Management Professional (PMP), Federal Acquisition Certification for Program Management (FAC-P), or Defense Acquisition Workforce Improvement Act (DAWIA-PM) Advanced levels are also desired

Job Information:

  • The target pay range for this position is ($158,712 min - $237,174 max) annually. The pay range for this position is ($107,844 min. - $274,980 max.) At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public are required.
