Overview

Responsible for leading HR operations for MasTec's Clean Energy & Infrastructure (CE&I) Services group, supporting the People & Culture (P&C) function. This role oversees workforce planning, talent acquisition programs and technology, employee relations, and P&C program implementation aligned with CE&I Services operational goals. The Sr Manager ensures consistent policy application and compliance with employment laws and company standards. Key responsibilities include developing, implementing, and evaluating ongoing HR activities, such as engagement planning, performance and development initiatives, and talent acquisition programs in partnership with CE&I P&C teams.

Location & Travel Details: This is an onsite position and can be located at one of our office locations: Dallas, Denver, Indianapolis, Fargo, Clinton, Phoenix, Rockford, Miami, or Birmingham.

Responsibilities

Essential Job Functions:

* Direct and oversee daily HR operations, ensuring efficient workflows and alignment with organizational priorities
* Develop and implement HR policies, processes, training programs, and initiatives that support strategic objectives and maintain compliance with federal, state, and local regulations
* Lead key HR functions including employee relations, performance and talent management, engagement, talent acquisition and development, in partnership with People & Culture teams.
* Analyze workforce trends and provide actionable insights using HR systems and advanced analytics tools
* Serve as a strategic advisor to senior leadership, aligning human capital strategies with business goals and driving organizational performance
* Champion performance management, succession planning, and leadership development initiatives to strengthen organizational capability
* Drive change management and cultural transformation efforts, fostering a high-performance, inclusive environment
* Build strong relationships with business leaders to identify workforce needs and recommend solutions that enhance processes, culture, and talent strategies
* Partner with the compensation team on promotions and pay equity initiatives to ensure fairness and competitiveness
* Provide expertise and support to design scalable methodologies and tools to optimize HR operations and streamline core processes like onboarding, hiring, terminations, rewards, and timekeeping
* Lead and manage key people programs across the employee lifecycle (engagement surveys, performance reviews, recognition programs, etc.) as well as HRBP responsibilities for CE&I Services
* Establish program frameworks, timelines, communications, and success metrics
* Partner cross-functionally with HRBPs, Talent, L&D, and business leaders to drive alignment and adoption
* Enable scalability, best practices and consistency of programs as the company continues to grow
* Serve as a subject matter expert in program management, driving continuous improvement and innovation in our people practices
* Maintain deep HR and industry expertise to ensure compliance and identify opportunities for operational efficiency.
* Lead, coach, and mentor team members to deliver exceptional service and achieve professional growth
* Maintain company handbook on policies and procedures
* Plan, direct, and supervise activities relating to the administration and maintenance of HRIS and ATS system
* Provide oversight and vendor management for segment wide HR technology and program contracts
* Develop, implement, and control programs in a manner that ensures cost competitiveness
* Responsible for ensuring processes and procedures are compliant with audit controls and lead audit testing
* Other duties as assigned



Qualifications

Education and Work Experience Requirements:

* Seven+ years related experience and/or training or equivalent combination of education and experience
* Minimum of 3 years of proven leadership experience in a managerial or supervisory role
* Bachelor's degree in Human Resources or related field
* PHR, SPHR, SHRM-CP, SHRM-SCP preferred
* Experience with iCIMS ATS and CRM Analytics features preferred


Knowledge, Skills and Abilities Required:

* Exceptional written and verbal communication skills with the ability to clearly and succinctly convey complex information
* Advanced proficiency in Microsoft Office Suite, especially Excel (pivot tables, VLOOKUPs), PowerPoint, and Word
* Ability to analyze and interpret data critically, understand reporting logic, and detect errors based on context
* Advanced ability to advise, guide, and drive decision making within the team and segment
* Ability to build strong relationships and work with all levels of key stakeholders in the organization
* High attention to detail and accuracy
* Ability to operate at both strategic and tactical levels and translate strategic objectives into executable roadmaps and milestones
* Ability to proactively seek solutions, work through ambiguity, and take accountability for outcomes
