Posting Summary
Rutgers, The State University of New Jersey, is seeking a Senior Director of Administration for the department of Surgery at the New Jersey Medical School.

The Department of Surgery, one of the largest departments within Rutgers New Jersey Medical School, is nationally recognized in surgical education and research, and a major provider of cutting edge surgical care in the region, with approximately 40 faculty members and an equal number of support staff organized in the Chair's office and our eight divisions: Cardiothoracic Surgery; General Surgery/Oncology; Liver Transplant and Hepatobiliary Surgery; Plastics and Reconstructive Surgery; Surgical Research; Trauma/Surgical Critical Care; Urology; and Vascular Surgery.

The chief non-physician executive in the Department of Surgery charged with the development of a corporate style of operation that supports the tripartite mission of the University and ensures implementation of the Department's strategic plan at the NJMS campus. This individual, in conjunction with the Chair, is responsible for the financial and operational integrity of the Department through the stewardship of institutional resources, the recruitment of a professional senior management and faculty, and the implementation of appropriate budget control, business planning and program/practice development strategies across both campuses. Monitors clinical in-patient and out-patient care and volume to enhance the quality, efficiency and effectiveness of care delivery. Reporting directly to the Chair of Surgery this senior executive may represent the Chair in various institutional forums including the School of Medicine, University Hospital and the University at large.

Among the key duties of this position are the following:

  • Provides senior administrative and operational leadership to the Department of Surgery.
  • Responsible for all management functions (strategy, planning, finance, budget development and management, clinical operations, human resources, staff training/education, and performance evaluation) and plays a vital role to continually optimize all of these functions.
  • Develops Departmental financial policy including the annual budget process, financial strategies, internal financial reporting and audit controls. Current total budget exceeds $20 million.
  • Manages department's annual operating budget in accordance with University pre-scribed budget assumptions. Propose and implement strategic planning and forecasting models for administrative and financial affairs of the Department, including potential review growth. cost benefit and effectiveness of present and potential programs. Conducts the financial operations of the Department to meet all current operating expenses, including payroll, supplies, new equipment, and any maintenance of the facilities. Maintains sound accounting and financial stability by reviewing and approving the reconciliation of accounts and expenditure control.
  • Manages and reports on outpatient and inpatient professional services billing, managed care activities, and hospital billing for inpatient services. Maintain compliance with relevant government regulations on clinical charges, as well as procedures of the University and Hospitals.
  • Ensures the ongoing and timely forecast of the departments' financial needs. Supervises and monitors the billing and collection process.
  • Supervises the Department of Surgery's administrative management team that includes staff responsible for Finance, Clinical Operations, Revenue Cycle Management, Grant/Contracts, Research, Academic Affairs, Human Resources and Facility Management.
  • Collaborates with the Chair on a strategic plan to enhance faculty metric-defined academic performance.
  • Provides administrative support for achieving the objectives of high quality patient care and standards as established by the department, medical school and hospital affiliates. Develops business practices for the department and with attention to consultations and subspecialty programs.

Qualifications






Minimum Education and Experience

  • Master's Degree in Business Administration or Healthcare Administration, or a related field plus five (5) years of progressively responsible management experience, preferably gained in a complex academic department, school of medicine or practice plan.
  • At least three (3) years shall have been in a senior management capacity.
  • Experience and demonstrated ability of leading superior performance in a unionized environment is required.
  • Additional related experience, and/or training may be substituted for the degree requirements on a year-for-year basis.

Required Knowledge, Skills, and Abilities

  • Outstanding human relations and leadership skills, and the ability to function in a team environment required.
  • Excellent communications skills, show evidence of ability to coach both staff and faculty members, facilitate and resolve difficult discussions and contentious issues within department, as well as develop strong relationships with other Medical School clinical departments, the Dean's office, and staff and departments at University Hospital and other related entities.
