Sr. FMS Systems and Software Engineer

Description of specific duties in a typical workday for this position:



  • The Sr. FMS Systems and Software Engineer provides systems engineering (SE) and software engineering (SwE) technical expertise and oversight of industry partner SE/SwE efforts across the full program lifecycle for Foreign Military Sales (FMS) programs. Support spans concept formulation, design, development, verification, manufacturing, deployment, operations, sustainment, and disposal in accordance with Chapter 3 of the Defense Acquisition Guidebook and applicable DoD and Army engineering policies.
  • Responsibilities include analysis of military product and service requirements documented in Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), and other customer-generated requirements artifacts. The engineer identifies critical technical and functional requirements; develops, analyzes, and evaluates alternative materiel solutions; defines system architectures and functional designs; and conducts trade-off studies based on technical performance, risk, interoperability constraints, operating environment, scalability, maintainability, affordability, and schedule.
  • The FMS Systems and Software Engineer translates operational needs and technical approaches into functional and verifiable technical and performance requirements, including functional baselines and system performance specifications. The role supports physical system decomposition; software requirements analysis and design methodologies; software metrics, reuse strategies, and documentation; and development and application of Independent Verification and Validation (IV&V) criteria.
  • Additional responsibilities include evaluation of design baselines consisting of drawings and hardware and software product specifications; preparation and review of Engineering Change Proposals (ECPs) and Value Engineering Proposals (VEPs); review of production and engineering plans; participation in hardware and software quality assurance programs; evaluation of inspection systems; and assessment of contractor quality assurance program execution and reported performance metrics.



Requirements (Years of experience, Education, Certifications):



  • Bachelor's degree in systems engineering, Software Engineering, Computer Engineering, Electrical Engineering, or a related technical discipline
  • Minimum of 10 years of experience performing systems engineering and/or software engineering in support of DoD acquisition, international programs, or FMS/Security Cooperation efforts
  • Demonstrated experience with:

    • Systems engineering lifecycle processes (requirements, architecture, design, verification, validation)
    • Software requirements analysis, design, and documentation
    • Trade-off analysis and technical risk assessment
    • Configuration management and baseline control
    • Development and review of ECPs and VEPs
    • Hardware and software quality assurance and IV&V support


  • Active TS/SCI Clearance



Nice to Have (skills that are not required, but nice to have):



  • Master's degree in systems engineering, Software Engineering, or a related discipline
  • Experience supporting international aviation/training programs
  • Familiarity with:

    • Defense Acquisition Guidebook (DAG)
    • DoD 5000 series
    • INCOSE systems engineering practices


  • Certifications such as:

    • INCOSE ASEP/CSEP
    • Agile or DevSecOps certifications
    • Software or systems engineering technical certifications
