Job Title: Facilities Specialist
Department: Parks and Recreation, Business Services Division
Classification: Non-Exempt

Hiring Range: $37.00/hour -$41.63/hour
Salary Range: $33.95/hour -$55.51/hour

Position Summary: The Facilities Specialist is a highly skilled technician responsible for maintaining, diagnosing, and repairing equipment, systems, and infrastructure across multiple Parks, Recreation, Arts, and Golf facilities. This role requires specialized technical knowledge, certifications, and/or licenses in electrical, mechanical, controls, and industrial refrigeration systems. The position reports to the Facilities Manager.

Supervision Exercised and Received: Position works under the direct supervision of the Facilities Manager.

Essential Job Functions:

Electrical Work

  • Installs, maintains, troubleshoots, and repairs electrical distribution systems, motors, starters, control panels, and facility control systems.

  • Supports building automation systems, lighting controls, refrigeration controls, access control, and life-safety related electrical systems.

  • Works with single- and three-phase power systems and associated equipment.

  • Reads, interprets, and applies wiring diagrams, schematics, and technical documentation.

  • Performs testing and verification to ensure electrical systems operate safely and within required standards

Specialized Technical Responsibilities

  • Performs skilled maintenance and repair work across multiple Parks, Recreation, Arts, and Golf facilities.
  • Diagnoses equipment and system failures, determines corrective actions, and completes repairs to restore safe operation.
  • Assists with system upgrades, equipment replacements, and facility improvement projects.
  • Identifies recurring system issues and provides technical input on maintenance strategies and long-term asset condition.

Commercial and Industrial Refrigeration Systems, HVAC

  • Maintains and repairs commercial and industrial refrigeration and HVAC systems, including associated controls and safety devices.
  • Performs preventative maintenance, inspections, adjustments, and operational checks to ensure efficiency and reliability.
  • Responds to system alarms, equipment failures, and service requests.
  • Reads and follows refrigeration and HVAC schematics, procedures, and safety requirements.

Mechanical

  • Troubleshoots, repairs, and maintains mechanical equipment and systems such as pumps, compressors, blowers, fans, and material-handling equipment.
  • Performs component replacement, alignment, adjustment, and testing to ensure proper operation.
  • Assists with installation, modification, and commissioning of mechanical systems.

Machinist/Shop

  • Performs machining, fabrication, welding, and repair work to support facility operations and maintenance.
  • Uses shop equipment to fabricate or modify parts, fixtures, and components.
  • Maintains shop equipment, tools, and work areas in a safe and serviceable condition.

Plumbing

  • Installs, maintains, and repairs plumbing systems including domestic water, hydronic heating, drainage, and related piping systems.
  • Diagnoses plumbing system issues and performs corrective and preventative maintenance.
  • Ensures plumbing systems operate reliably and meet applicable codes and standards.

Record Keeping and Procurement

  • Documents inspections, maintenance activities, repairs, and system conditions in electronic and manual systems.
  • Completes work orders, maintenance logs, and required documentation accurately and in a timely manner.
  • Identifies required materials, parts, and services and follows established purchasing and approval procedures.

General Building Maintenance

  • Performs a variety of maintenance tasks, including carpentry (framing, finish, cabinets, Corian counters, shelves, doors, woodshop work).

  • Handles seasonal duties such as snow removal, plowing, ice dam mitigation, seasonal equipment setup, gutter cleaning, roof/pipe repairs, winterization, and safety barrier installation.

  • Completes painting projects, including surface prep, masking, cut-in, and application using brushes, rollers, and sprayers.

  • Installs, repairs, and replaces tile, including grout removal, restoration, and sealing, using specialized tools and diamond saws.

  • Performs concrete work, including mixing, cutting, finishing, polishing, staining, and stamping decorative concrete.

  • Operates heavy equipment (front-end loaders, backhoes, man lifts, tractors, dump trucks, snowblowers); CDL training provided as needed.

Safety

  • Actively promotes a safe work environment for employees and the public.
  • Follows safety policies, procedures, lockout/tagout requirements, and standard operating practices.
  • Uses required personal protective equipment (PPE) and completes required safety training.
  • Identifies hazards and reports or assists in correcting unsafe conditions.

Minimum Qualifications:

Education: High School diploma or GED.

Experience: Five years of experience in the mechanical trades including any combination of troubleshooting/repair and/or installation of refrigeration equipment, HVAC, Pumps, Motors, Engines, Power Transmission. Experience in the building trades including plumbing, electrical, carpentry, controls, roofing, painting, and all general construction is appropriate for this position.

Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Additionally, employee must be very knowledgeable in the use of electrical test equipment, ohms law, and basic circuit theory.

Licenses & Certifications:Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.

Qualifying education, licenses, or experience may include (at least one of the following):

  • Degree in mechanical or electrical engineering, or applied physics
  • Journeyman's or Master's electrical license
  • Demonstrated skill and experience in low-voltage electrical and controls work, including knowledge of ladder logic, controls programming, and/or board-level repair
  • Certifications and experience in industrial ammonia refrigeration, including the demonstrated ability to overhaul reciprocating compressors

Preferred Candidate

  • Skilled in operating machinery including engine lathes, Bridgeport vertical milling machines, hydraulic presses, rotary tables, grinders, and drill presses.

  • Experienced in welding (wire-feed), brazing, oxyacetylene cutting, metal bending/forming, and safe rivet installation.

  • Knowledgeable in plumbing systems, including Wirsbo/PEX installation and valve rebuilding.

  • Experienced with DDC controls, particularly JCI and/or Delta systems.

  • Demonstrable skill or experience in low voltage electrical and controls work, including ladder logic, controls programming, and/or board-level repair.

  • Certifications and experience in industrial ammonia refrigeration, including proven ability to overhaul reciprocating compressors.

  • Holds or is eligible for an Electrical License.

  • Degrees in mechanical or electrical engineering or applied physics

  • Journeyman's or Master's electrical license(s).

Preferred Licenses: Aspen Confined Space Certification, IIAR Ammonia Operator Certifications, Pool Operations Certifications (AFO, CPO), CDL, electrical licenses

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

NOTE:This position requires a drug test (to be completed at PROCOM - Glenwood Springs), a physical examination (at Grand River Health Clinic West - Parachute), and a Criminal Background Check upon hire. Employment is contingent upon passing a physical examination, a drug test and Criminal Background Check.

NOTE:This position is required to comply with state, federal and local regulations concerning Drug and Alcohol Testing procedures applicable to holders of Commercial Driver's License (CDLs) holders which includes but is not limited to: pre-employment and random drug and alcohol testing and a completed, satisfactory previous employer reference form.

Position Type and Work Hours:

* Regular full time, hours may vary with workload.

* Evenings/Weekends may be required in addition to or instead of normal hours depending on department needs and special projects.

* Special Events: May be required to work Special Events during holiday periods, such as the 4th of July parade and fireworks display.

Work Environment:

* Indoors: Office environment and public recreation facilities that will require exposure to wet, humid conditions, work near moving mechanical parts, extreme cold and extreme heat. There is also risk of electrical shock.

* Outdoors/Off-Site: Meetings, trainings, and site visits at a variety of city facilities and areas. Site visits to outdoor recreation facilities. Position will be exposed to outdoor working conditions in all types of weather.
