Quality Engineering Manager | Remote
The Quality Engineering (QE) Manager is responsible for leading all quality assurance and quality engineering activities in support of a large, multi-year modernization initiative involving an integrated eligibility or case-management platform and multiple major program modules (e.g., Medicaid, SNAP, TANF, etc.).
This role provides independent QA oversight, establishes the quality engineering framework, ensures testing excellence across 10+ Scrum teams, and supports security, privacy, certification, and continuous integration/continuous delivery (CI/CD) objectives. The QE Manager plays a critical role in ensuring that all system increments meet business, technical, and federal compliance requirements.

What You'll Accomplish:
1. QA Strategy, Planning & Framework Development
Develop and maintain the Quality Assurance Management Plan (QAMP) in alignment with contractual and SLA requirements.
Establish the quality engineering approach, including standards, processes, templates, and verification/validation practices.
Ensure QA independence and process fidelity across SDLC and Agile delivery practices.
Define quality control and continuous quality improvement processes.
Create and evolve the QA framework supporting test strategy, test design, test planning, and test execution across all product increments.
2. Agile Quality Leadership Across Multiple Scrum Teams
Integrate quality engineering practices into Agile ceremonies (planning, refinement, reviews, retrospectives).
Work across 10+ cross-functional Scrum teams and multiple technical vendors.
Ensure alignment of QA activities with the overall modernization roadmap.
Monitor progress of simultaneous development, testing, and deployment workstreams.
3. Test Management & Execution Oversight
Lead planning, coordination, and oversight of:
System Integration Testing (SIT)
User Acceptance Testing (UAT)
Regression Testing
Pre-production validation
Additional responsibilities:
Review and approve test cases, scenarios, test data needs, requirements traceability, and defect management workflows.
Ensure test cases align to user stories, use cases, acceptance criteria, and applicable federal requirements.
Analyze and report on test metrics, defect trends, and release readiness.
4. Test Automation Guidance & CI/CD Integration
Develop the automation approach supporting CI/CD pipelines.
Advise on automation tooling and frameworks.
Evaluate coverage for UI, API, integration, and regression automation suites.
Guide automation engineers or vendor teams in creating maintainable, scalable automated test suites.
Integrate automated testing into the deployment pipeline and recommend improvements.
5. Security, Privacy, and Federal Certification Support
Support the creation and maintenance of required federal or regulatory security documentation, including:
System Security Plan (SSP)
Information Security Risk Assessment (ISRA)
Privacy Impact Assessment (PIA)
Plan of Action & Milestones (POAM)
Collaborate with internal and independent assessors for security and compliance reviews.
Ensure QA activities incorporate applicable program requirements and data-handling controls.
6. Vendor Coordination & Stakeholder Engagement
Coordinate QA communication across vendors, development teams, and cross-agency or cross-department partners.
Facilitate QA workshops, discovery sessions, test planning, and risk/issue reviews.
Provide transparent reporting on quality status, risks, and recommended corrective actions.
7. Risk, Issue, and Defect Management
Monitor and escalate QA-related risks, impediments, and defects.
Ensure adherence to defect lifecycle management processes.
Provide insights to reduce defect leakage and strengthen test coverage.
8. Reporting, Documentation, & Compliance
Produce recurring status reports detailing QA activities, metrics, risks, and recommendations.
Maintain documentation repositories such as SharePoint, Confluence, or Azure DevOps Wiki.
Produce and maintain all QA deliverables required by the contract or SLA.
What You'll Bring:
Minimum 3 years of QA leadership experience.
Experience supporting large-scale health or human services systems (Medicaid, SNAP, TANF, WIC, etc.).
Experience with federal certification or compliance frameworks (e.g., CMS modular certification, MARS-E, or similar).
Experience leading QA in Agile environments with multiple Scrum teams (10+ preferred).
Strong experience in:
UI, API, integration, and end-to-end testing
Automated testing strategy
UAT coordination with business/program staff
Requirements traceability & compliance documentation
Expertise with Azure DevOps or similar tools.
Familiarity with DevSecOps principles and CI/CD testing patterns.
Knowledge of common automation tools (Selenium, Playwright, Postman/Newman, JMeter, etc.).
Strong understanding of security and privacy testing practices.
Excellent communication and stakeholder management capabilities.
Ability to navigate multi-vendor environments with political and organizational sensitivity.
Proven ability to coach teams in quality mindset, Agile delivery, and continuous improvement.
