Job Summary


Under the general supervision of the OTOP Medical Director and OTOP CM Program Supervisor, guided by policies and procedures of Zuckerberg San Francisco General Hospital and the Opiate Treatment Outpatient Program's Recovery Incentives Program, the OTOP CM Program Coordinator at OTOP will assist the licensed/certified CM Program Supervisor, OTOP counselors, and medical staff in the support, coordination, and care of patients with opioid use disorder and stimulant use disorder as it pertains to OTOP's participation in the State of California, Department of Health Care Services (DHCS) Recovery Incentives Program. The OTOP CM Program Coordinator will play a critical role in the patient experience including optimizing patient flow and working collaboratively with the team to create a patient centered environment. The employee will attend trainings and weekly program coaching; orient patients to the program including the explanation of incentives; collect, analyze, and document point of care urine drug screens; support delivery of incentives; order routine program supplies; assist in keeping the clinic clean and orderly; assist in the care and maintenance of equipment and supplies; assist in patient and program scheduling; patient check-in and check-out; and answer and return phone-calls as necessary as the main point of contact for all program patients. The OTOP CM Program Coordinator will assist the medical director, counseling team, and program supervisor with referring patients for further treatment for substance use disorder. The OTOP CM Program Coordinator will actively communicate with program staff patient participation, results and clinically necessary information as well as participate in tracking quality improvement and quality assurance activities by participating in interviews, focus groups, and surveys around program implementation and ongoing activities.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $29.63 - $36.99 (Hourly Rate).

Department Description

The UCSF/ZSFG Department of Psychiatry and Behavioral Sciences, Division of Substance Abuse and Addiction Medicine (DSAAM) provides multi-disciplinary consultation and treatment for patients with substance use disorders at ZSFG. DSAAM provides medication assisted treatment for opioid use disorder through the Opiate Treatment Outpatient Program (OTOP) at Ward 93 as, the mobile methadone van in the Bayview-Hunter's Point neighborhood, a novel primary care-based methadone treatment program, and the Office-based buprenorphine Induction Clinic (OBIC).

The target population for OTOP's methadone maintenance service is low-income medically/psychiatrically compromised opiate dependent individuals who reside in San Francisco, primarily in the South of Market, Mission, Castro, and Tenderloin areas. This includes a large proportion of African Americans and Latinos, gay, lesbian, bisexual, and transgender individuals, and women of childbearing age, pregnant women, and post-partum women. The target population includes people of all ages, races, ethnicities, sexual orientations, gender identities, religions or spiritualties, socioeconomic classes, partner statuses, and physical and mental disabilities. OTOP clients are low-income and uninsured or underinsured. This population has multiple layers of problems, including poly-drug use problems, psychiatric difficulties, life-threatening health problems, and significant cultural barriers to receiving proper care. This population is at especially high risk for HIV.

CalAIM is a multi-year initiative by the Department of Health Care Services (DHCS) to improve the quality of life and health outcomes of our population by implementing broad delivery system, program, and payment reform across the Medi-Cal program. As part of the CalAIM demonstration, California became the first state in the nation to receive federal approval to cover contingency management (CM) services for substance use disorders as part of the Medicaid program. California's program that offers the CM benefit is called the Recovery Incentives Program. The Recovery Incentives Program is intended to complement substance use disorder (SUD) treatment services and other evidence-based practices for StimUD already offered by DMC-ODS providers.

OTOP has been selected as a site participating in the Recovery Incentives Program over a two-year period.

Required Qualifications


  • High School graduation and two years of related experience or an equivalent combination of education and experience;
  • One year experience as a Medical assistant / Hospital Assistant in a hospital or medical practice
  • Certification from an approved Medical Assistant program; or equivalent combination of training and experience
  • Demonstrated computer familiarity, keyboard skills, computer literacy in programs such as Microsoft Word, Excel, and Outlook.
  • Active American Heart Association Basic Life Support CPR Certification or completion within 2 months of hire
  • Willingness to learn new computer programs as needed to sustain practice operations
  • Knowledge and abilities essential to the successful performance of the duties assigned to the position
  • Strong interpersonal skills and experience with populations diverse in gender, sexual orientation, and ethnicity.
  • Ability to work cooperatively and communicate effectively with others. Ability to follow oral and written instructions accurately; detail oriented.
  • Good oral, written, and telephone communication skills. Able to work as a team member in a culturally diverse setting
  • Demonstrated excellent attendance and reliability.

Preferred Qualifications


  • Knowledge of medical and/or psychiatric terminology
  • Knowledge of ethical, legal and confidentiality issues pertaining to substance users with severe medical and/or mental illness
  • Experience with building rapport with difficult to engage patients
  • Demonstrated skill and knowledge of major mental health and substance use disorders
  • Willingness to learn and communicate about substance use disorders and medications for addiction treatment
  • Prior experience with Methasoft or Avatar electronic health records
  • Prior experience working with patients in an OUD setting
  • Prior experience working with providing patients vouchers or incentives especially in a contingency management setting
  • Prior UC experience
  • Bachelor's degree in psychology, social work, or other health science or behavioral science
  • Experience working in a mental health or substance use disorder treatment setting
  • California state registration or certification as an Alcohol/Drug Counselor (must have CAADE, CADTP, or CCAPP Certificate) OR at minimum registration as an Associate Marriage and Family Therapist (AMFT) or Associate Social Worker (ACSW) or Associate Professional Clinical Counselor or Psychological Associate (APCC). Licensed professionals also qualify (LMFT/LCSW/LPCC).
