Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

The Asset Management and Supply Chain Operation Division consists of all Storehouse and Warehouse Operations, Enterprise Asset Management (EAM), and Transit Asset Management (TAM). The purpose of the department is to service various customers within Metra. Managing the continuous supply of parts materials and services required to support Engineering, Mechanical and Transit Operations. The department operates Metra's four storehouses and one central warehouse. Additionally, the department manages the agency's Transit Asset Management (TAM) program and the Enterprise Asset Management (EAM) systems.

Reporting to the Director, EAM and TAM, the Sr Manager, Asset Data Compliance will integrate and manage the maintenance of data processes from multiple sources to provide a unified single view of asset data and ensure compliance with applicable Federal Railroad Administration (FRA) regulations and Federal Transit Administration (FTA) related to Transit Asset Management (TAM) requirements. Manage assigned staff responsible for asset data analysis, quality, integrity, integration, and validation; assist with the development and implementation of department goals, objectives, priorities, polices, and procedures; and ensure staff performance is in compliance. Oversee the implementation of the department's enterprise asset management (EAM) software and data integration projects; collaborate with Information Technology (IT) and software host teams to create a single source system to meet TAM requirements; and assure project milestones are reached, overall goals are met, and completed within scope. Partner with IT and other departments on analytics, data science solutions, and the development of tools, methods, and system infrastructure needed to track and integrate asset data; and ensure updates or enhancements include interface capabilities for continued integration improvement. Responsible for the oversight of all asset-related data collection used for asset management life cycle functions, National Transit Database (NTD) reporting, decision support tool updates, work orders, inspection schedules, equipment defects, maintenance, and overhaul projections; and the development of real-time reports. Monitor legislative changes and evaluate impact on agency operations; be the project and compliance subject matter expert; assist in the development and implementation of data governance; and recommend practice and procedural improvements. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements
  1. Bachelor's degree in Engineering, Asset Management, Information Systems, or a related discipline OR in lieu of a specified degree, any combination of education and experience that equals four (4) years in asset management or program administration preferably in the railroad or transportation industry.
  2. In addition to #1, seven (7) years of experience in asset or project management or asset analysis preferably in the railroad or transportation industry.
  3. Three (3) years of supervisory experience that includes employee management, providing guidance and training, and monitoring performance.
  4. Comprehensive knowledge of tools and techniques used in data collection, analysis, distribution, etc., such as Power BI and Tableau, as well as Maximo, Service Max, or other EAM programs.
  5. Comprehensive knowledge of statistical modeling, data mining, segmentation and quantitative analyses, and documentation process activities.
  6. Working knowledge of Microsoft AX or similar enterprise resource planning (ERP) systems.
  7. Working knowledge of project management techniques, processes and practices.
  8. Knowledge of local, state, and federal regulations (e.g. the Code of Federal Regulations (CFR) Title 49 Transportation) and agencies governing transit operations (i.e. the FRA and FTA) is highly desired.
  9. Exceptional writing, organization, time-management, and planning skills.
  10. Strong analytical and critical thinking skills.
  11. Strong interpersonal and communication skills in dealing with all levels of management, outside agencies, and organizations.
  12. Strong leadership skills with the ability to develop and mentor others.
  13. Ability to stay abreast of trends, techniques, and tools to steer internal improvement.
  14. Ability to build collaborative relationships to lead multidisciplinary teams, engage project sponsors and key stakeholders, and build consensus to solve problems.
  15. Ability to analyze and define business processes.
  16. Ability to interact with technical teams to effectively understand and, in turn, explain technical information to non-technical audiences.
  17. Ability to stand, walk, and/or sit, for extended periods of time.

Preferences:
