Cherokee Nation Businesses is seeking an experienced Strategic Planner to support Cherokee and AFIMSC Det 2 at Kadena Air Base, Japan to provide planning, programming, design, and construction support for MILCON, Housing, and large FSRM projects.

Candidate will serve as the deputy site leader and senior project manager and work as part of our company's on-site engineering team to assist across a variety of facility repair and construction projects throughout the lifecycle of project management. The Project Manager will work with clients, experts, and other contractors to develop project documents proactively, anticipate project needs, and communicate effectively. Project Manager will liaison with the Army Corps of Engineers, Navy Facilities Command, or other design agencies and coordinate projects with team members and other stakeholders and contractors in a variety of disciplines on technical issues throughout the project lifecycle.

Compensation & Benefits:

Estimated Starting Salary Range for Senior Project Manager: $200-215k

Pay commensurate with experience.

Strategic Planner Responsibilities Include:

  • Project Manager will be responsible for managing specific projects and assisting in all aspects of project planning, design, acquisition, and execution.
    • Planning - performing general site surveys, coordinating issues with 718th partners to determine existing conditions and the level of repair that is required and coordinating requirements between all stakeholders.
    • Design - performing technical design reviews, participating in design charrettes, and building detailed design requirements into the projects' statements of work.
    • Acquisition - creating solicitation packages, gathering necessary reference data (i.e. hazmat reports, as-builts drawings, and specifications), cost estimating, and performing required coordination with Governmental agencies/stakeholders to deliver a package out to potential bidders.
    • Execution - Managing the execution of construction between the local contractors and the Government upon award until project closeout, providing technical expertise, monitoring scheduling and progress and controlling cost on behalf of the Government, and coordinating necessary Government stakeholder requirements in all stages of construction (i.e. laydown requests, project siting, handling necessary outages, DD1354s, inspections, etc.)
  • Project work will include analysis and application of UFC and Japan-specific codes to design and construction facilities. Will serve as liaison with the Army Corps of Engineers, Navy Facilities Command, or other design agencies and will provide detailed technical reviews in functional engineering area.
  • Provide Planning, Programming, Engineering, Production Control, Inspection, and Project Management support.
  • Must be able to work with a wide cross section of clients (e.g., engineers, real property, contracting) and Cherokee employees to find solutions for the repair, modernization, and construction of military facilities and infrastructure.
  • Perform other job-related duties as required.

Strategic Planner Experience, Education, Skills, Abilities requested:

  • Five years of relevant experience working with US military/DoD facilities and requirements.
  • Bachelor's Degree in engineering or relevant field; advanced degree or certification is a plus.
  • PMP desired.
  • Experience managing programs with similar complexity with US Air Force, Army, Navy, or Marine Corps.
  • Demonstrated record of accomplishment of working across disciplines such as contracting, engineering, finance, contractors, and stakeholders so proactively manage project cost, schedule, and quality.
  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities and access to government computer systems.
  • Excellent English communication and computer skills.
  • Candidates will be required to undergo a US federal government background investigation and favorably pass a drug screen test.
  • Candidates must have a valid US passport whose expiration date is at least one year from the positions start date.
  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities and access to government computer systems.
  • Candidate and their family members will be subject to the Status of Forces Agreement.
  • Must have a strong attention to detail and strong communication skills.
  • Working knowledge of Microsoft Project, Excel, and Word.
  • Must be able to plan, organize, coordinate, and implement maintenance programs, utilizing manpower, equipment and utilities.
  • Must pass pre-employment qualifications of Cherokee Federal.
