Position Overview:

The Regional Operations Manager oversees multiple construction projects within a designated geographic area, ensuring they are completed safely, on time, within budget, and to the company's quality standards. This role requires strong leadership, strategic planning, and operational management skills to coordinate project teams, manage client relationships, and drive business performance in alignment with company goals.

Key Responsibilities:

  • Leads and supervises field teams during the installation of fiber optic cables, splicing, conduit construction, and related telecom infrastructure.
  • Directly manages crews, subcontractors, and vendors to ensure daily construction activities are executed per project timelines and quality standards.
  • Coordinates the procurement, delivery, and placement of materials and equipment on-site as required to execute each phase of a construction project.
  • Follows construction schedules and monitors daily and weekly progress to ensure project milestones are achieved.
  • Works closely with Project Managers, engineers, and clients to establish and maintain project goals, schedules, and resource needs.
  • Works closely with the Finance and Project Management teams to ensure proper reporting, collection and billing of project units and deliverables.
  • Manage budgets for all projects within the area and ensure cost control measures are in place. Approve expenditures and review project financial reports and forecasts. Identify opportunities to improve profitability through resource optimization and cost savings.
  • Enforces safety protocols, conducts daily safety meetings, and ensures full compliance with OSHA and other regulatory standards on-site.
  • Monitors and inspects work to ensure it meets the project's technical specifications, industry standards, and local regulations.
  • Develops and maintains detailed schedules for all phases of the construction process; provides regular progress updates and address any delays or issues that arise.
  • Identifies and resolves issues that arise during construction, including unforeseen site conditions, design issues, or material shortages.
  • Maintains accurate field reports, daily logs, and other documentation related to work progress, quality control, and safety compliance.
  • Maintains positive relationships with clients, ensuring clear communication and addressing concerns in a timely manner.
  • Manages coordination with local utility companies for any necessary utility relocations, permits, or clearances.


Qualifications:

  • High school diploma or equivalent (bachelor's degree in construction management, engineering, or related field is a plus).
  • 8+ years of experience in construction and 3+ years in supervision, specifically in fiber optics, telecommunications, or utility construction.
  • Strong understanding of underground installation techniques, including trenching, boring, splicing, aerial and underground construction methods.
  • Proven financial acumen to make informed operational decisions.
  • Proven ability to lead and mentor construction teams, manage subcontractors, and foster a positive work environment.
  • In-depth knowledge of safety regulations, particularly OSHA standards, and experience implementing safety practices on construction sites.
  • Proficiency with construction management software Microsoft Office, and scheduling tools.
  • Driver's license; OSHA 30 certification (or willingness to obtain); additional telecom-specific certifications (e.g., BICSI or Fiber Optic Association certifications) are a plus.
  • Ability to perform physical activities such as lifting, bending, working outdoors, and sometimes challenging environments.
  • Ability to travel 50%
