The Preconstruction Engineering Manager plays a pivotal role in supporting and providing oversight of the engineering scope development and preconstruction phases of Federal ESPC projects. This role integrates engineering and preconstruction strategic planning, project scope review, and coordination responsibilities to ensure seamless project execution from development through construction start.

Responsibilities:

  • Coordinate between project engineering team and preconstruction team on preliminary work scopes, constructability reviews, bid package development, and subcontractor invite list.

  • Review equipment slated for procurement to ensure properly captured and communicated in work scope and internally assigned for purchasing.

  • Support quality control review of preliminary schedules and ensuring bid packages align with project scope and strategy.

  • In collaboration with the preconstruction team, qualify subcontractors based upon ability to satisfy requirements including relevant experience, providing insurance and bonds, compliance with prevailing wage requirements, and cybersecurity posture. Ensure each scope of work has ample competition for effective qualified subcontractor engagement.

  • Collaborate with engineering & preconstruction teams to manage communication through project platforms such as Procore and government portals.

  • Participate in bid interviews with subcontractors to ensure bids capture scope of work and complies with all bidding requirements.

  • Collaborate with construction team to develop a seamless buyout of subcontractors upon contract award by ensuring the final scopes of work align with bid packages, comments have been integrated, and alignment of schedule with the overall project schedule.

  • Attend and document design meetings with A/E teams and subcontractors.

  • Ensure compliance with company, industry, trade, federal, and jurisdictional safety standards and codes.

  • Perform other duties as required.

Minimum Qualifications:

  • Bachelor's degree in construction management, engineering, architecture, or related field; or equivalent combination of education and experience.

  • Minimum of 10 years of experience in engineering and/or construction coordination, preconstruction, or project support roles.

  • Ability to review confidential US security information.

Additional Qualifications:

  • Experience with Federal design build projects and full project lifecycle (development, preconstruction, construction).

  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Project).

  • Experience with Procore, Oracle Primavera P6, or similar project management software.

  • Willingness to travel and respond to on-call needs.

  • Strong organizational, communication, and presentation skills.

  • Valid driver's license in good standing.
