The Senior Estimator is responsible for preparing budgets, estimates, pre-bid and proposal packages for projects as well as supporting business development pursuits. Responsibilities include working with the operations teams and project management teams developing sections of schematics, design development and construction document estimates including soliciting and evaluating subcontractor bids, and scopes of work, preparing accurate material lists, reviewing project plans and specifications for a wide range of projects from micro (< $100K) to large ($15M+) projects. These projects are centered around the federal and commercial construction and telecommunication industry. Projects cover a wide variety of scopes from new construction projects to maintenance and refurbishment projects. The Senior Estimator will be able to solve complex problems with extreme attention to detail. The Senior Estimator will be capable of working without direct supervision and willing to follow directions and adhere to and closely follow corporate, project, safety, construction, and tower industry standards. The Senior Estimator should possess excellent organizational skills and the ability to prioritize and manage multiple activities at a time. The work is in an office setting with occasional assignments to perform site walks, attend industry events and engage face to face with other members of the team.

Project Estimating

  • Analyze RFI, RFPs, RFQs, SOWs, CDs, and blueprints to gain a thorough understanding of the project.
  • Analyze a project from all angles to identify factors/conditions/requirements that may influence approach and pricing.
  • Prepare pricing documents using industry knowledge and experience, estimate work task durations and staffing requirements, tools, and equipment requirements for executing a multitude of estimating tasks.
  • Critically analyze bid documents and understand the risk and opportunities and articulate risks, opportunities, recommendations, and solutions to the team.
  • Source and manage bids from vendors, suppliers, subcontractors, teaming partners, and contractors.
  • Understand the competition, pricing strategies, and market drivers in various programs in order to meet competitive pricing.
  • Ability to interpret bid requirements to produce estimates that are compliant with submission guidelines.
  • Prioritize quote requests and needs based on deadlines, due dates, and submission dates.
  • Lead and direct a small team of estimators (as needed) to complete assigned tasks.
  • Effectively use pricing templates and software to streamline the estimating process.
  • Professionally engage with customers as needed to clarify SOW, requirements, and needs. In some cases the Senior Estimator may be the client's first point of contact.
  • Work with operational teams, Subject Matter Experts (SMEs), and other management to ensure durations and estimates are accurate.
  • Work with operational teams to "hand off" projects upon award, confirming scope of work, requirements, approach, budgets, buyout strategy, and the Integrated Master Schedule (IMS) with anticipated durations.
  • Assist in preconstruction and purchasing services with project management and purchasing departments.
  • Conduct pre-submission pricing review meetings/gate reviews with the team (management, project managers, project coordinators, etc.) and explain the anticipated project costs compared to the proposed project sell and methodology behind the pricing approach.
  • Build effective relationships with customers, business development team, engineering, project managers, construction and operations team, finance team, subcontractors and suppliers.
  • Support HR and Project Teams on staffing levels and forecast of resources.
  • Maintain a cooperative and positive attitude in dealing with all departments of the company as a team player and as a primary customer contact.

Reporting

  • Assist with database entries/updates and project data uploads.
  • Review project data during and after execution and compare to estimate with operations teams.
  • Perform job related reporting requirements per contract and corporate and business unit policies and practices.
  • Perform accurate timecard updates daily and sign and approve timecards weekly as required to support reporting and payroll activities.
  • Perform performance appraisals for direct reports (when applicable).

Safety

  • Promote, execute, and adhere to business unit and corporate safety programs and OSHA requirements.
  • Consult with safety personnel, supervisors, managers, to ensure adequate safety elements are considered in project estimates.
  • Identify and report safety violations to safety personnel, supervisors, managers.

Teamwork

  • Work closely with other company personnel in a collaborative environment to meet deadlines and to improve outcomes, metrics, and mission objectives.
  • Promote a team approach and maintain communications/dialogue with all employees to exchange information and gather ideas for continuous improvement and best practices.
  • Mentor any Junior Estimators and Estimators within the business unit to promote the expansion of knowledge, experience, and growth.

Education

  • HS or GED Required
  • Bachelor's degree in construction management or related field strongly preferred

Experience

  • Minimum ten (10) years of estimating experience specializing in communication towers and their related systems required

License, Cert or Registration

  • Current and valid Driver's License if required for security clearance or driving for the job
  • OSHA 10**
  • 1st Aid/CPR/AED**

** Ability to obtain within 6 months of hire date

Special knowledge, skills, & abilities

  • Exceptionally well-rounded technical knowledge of the features of work and construction activities, tools and equipment associated with the construction and telecommunication world.
  • Knowledge of OSHA safety guidelines and practical use of these guidelines as well as all other applicable safety laws and safety requirements of projects and site owners.
  • Ability to read and understand and explain drawings, piping diagrams, job specifications, mounting specifications, testing procedures, etc.
  • Ability to read 2D material and envision 3D challenges.
  • Exceptional communication skills, both oral and written.
  • Ability to act and solve problems without direct supervision.
  • Capable of being entrusted with company assets and confidential information.
  • Thorough understanding of general mechanical terms and industry-specific terms.
  • In-depth knowledge of proper use and best practices of equipment, materials, and supplies.
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems - and the varying cost and schedule impacts.
  • Ability to produce detailed Method of Procedures (MOP) in conjunction with estimates to include in proposals. MOPs may be converted into detailed contractual agreements.
  • Strong overall computer skills and experience with common Microsoft Office software to include Word, Outlook, Teams, SharePoint, OneDrive.
  • Excellent understanding and use of Microsoft Project and Excel.
  • Good understanding and use of Adobe, Google Earth, and Costpoint.
  • Familiar with Procore and InEight estimating software or another commercial estimating solutions.
  • Understanding of pricing drivers such as Wage Determinations, Prevailing Wage & Davis-Bacon Act, GSA rates, Workers Compensation rates, local lodging, fuel, transportation costs, etc.
  • Must be able to successfully complete and pass a pre-employment, post-offer background check and drug test.
  • Understanding of industry best practices and standards (NEC, NFPA, Motorola R56, ANSI 10.48, L3Harris Grounding, MIL-SPEC Grounding, TIA/EIA-222, FAA AC 70/7460-1M, etc.).
