Region Environmental, Health, and Safety (EHS) Manager
Reports To:
Region/Division Vice President
Position Summary
The Region EHS Manager leads the strategic development and implementation of Environmental, Health, and Safety programs within the assigned region/division. This position oversees regional compliance with regulatory requirements, drives safety performance improvement, and ensures alignment with company-wide EHS initiatives. The Manager manages a team of EHS professionals to promote a proactive, high-performing safety culture across all operations.
Key Responsibilities
- Oversee the EHS Program for the region, ensuring alignment with company-wide standards and initiatives.
- Ensure compliance with all applicable safety and environmental regulations including OSHA, DOT, MSHA, EPA, DOL, and state-specific agencies.
- Lead, develop, and manage regional EHS staff, including project-level safety professionals.
- Manage regional EHS budgets, resources, and vendor relationships.
- Conduct site audits and inspections across regional operations.
- Develop, implement, and track health and safety training programs and orientation processes.
- Direct the management of workers' compensation and auto claims from initiation through resolution, including mediation and commission hearings.
- Coordinate incident investigations, root cause analyses, and implementation of corrective actions.
- Develop regional safety and health goals, and coordinate with leadership for execution and follow-up.
- Represent the company with clients, vendors, subcontractors, joint ventures, and industry stakeholders to promote safety excellence.
- Maintain EHS data and performance metrics and generate reports for executive leadership.
- Lead industrial hygiene monitoring and environmental compliance initiatives.
- Serve as liaison with insurers, such as Zurich and Willis Towers Watson, to address risk and loss control measures.
- Manage regional programs such as DOT compliance, substance abuse testing, Work Steps, and Building Star.
- Participate in and host safety-related internal and external meetings, trainings, and conferences.
- Support regulatory inspection management and agency engagement (e.g., OSHA, DOT, MSHA, EPA).
- Lead internal development of health and safety policies, procedures, and programs.
- Collaborate with HR, Legal, IT, Risk Management, Finance, Communications, and other business functions.
- Maintain certifications and continuing education requirements relevant to the position.
- Participate in national and regional safety committees, industry organizations, and regulatory forums.
- Host and manage the annual regional EHS Conference and other recurring leadership events.
- Track and support company-wide initiatives using centralized tools and reporting systems.
- Serve as key contact for internal and external communications on safety performance and initiatives.
Qualifications
Education & Experience
- 8-15+ years' experience in highway, bridge and heavy civil construction with significant leadership responsibility.
- Preferred a Bachelor's degree in Occupational Safety, Environmental Science, Construction Management, Engineering, or related field (or equivalent industry experience)
- Preferred certifications: CSP, CIH, CHST, ASP, CHMM, OSHA 500/510, First Aid/CPR, HAZWOPER
Skills & Competencies
- Proficiency in EHS management systems, incident tracking software, and Microsoft Office tools.
- Valid US Driver's License
Physical Requirements
- Ability to visit and inspect active construction sites, including walking, climbing, and standing for extended periods.
- Ability to lift up to 25-50 lbs. as needed.
- Ability to wear required PPE (hard hat, safety boots, high-visibility vest, gloves, fall protection, respirator) if required.
- Ability to travel frequently (stay overnight occasionally)to job sites, regional locations, and training events (up to 50% depending on scope).
