Overview
The Disclosure Representative supports USINDOPACOM by reviewing, processing, and adjudicating foreign disclosure requests in accordance with U.S. disclosure policies, National Disclosure Policy (NDP-1), and DoD/IC release guidance. These senior-level personnel ensure releasability decisions uphold national security equities while enabling operational collaboration with foreign partners, multinational forces, and joint components. Candidates must possess deep knowledge of foreign disclosure directives, strategic and operational-level release processes, classification protocols, and interagency coordination practices. Responsibilities
Foreign Disclosure Review & Processing
Prepares, evaluates, and processes foreign disclosure requests in accordance with U.S. policies, DoD directives, and Command guidance.
- Conducts technical and substantive reviews of information to determine releasability and ensure proper application of classification markings.
- Verifies source material against product content to prevent unauthorized disclosure.
- Drafts recommendations for approval, denial, or modification of disclosure requests.
Records Management & Tracking
- Maintains archive records of all disclosure decisions, adjudications, and release history.
- Responds to internal requests for releasability information and documentation.
- Manages databases and dissemination systems to ensure accurate tracking of releasable products.
Policy Interpretation & Implementation
- Applies extensive knowledge of foreign disclosure guidelines to support Combatant Commands, Service Components, and Joint Task Forces (JTFs).
- Develops and recommends procedures, methodologies, and implementation strategies for applying National Disclosure Policy (NDP-1) to international programs.
- Advises USINDOPACOM personnel on foreign disclosure policies, process improvements, and compliance requirements.
Staff Support & Tasking Review
- Provides Foreign Disclosure Officer (FDO) and Foreign Disclosure Representative (FDR) expertise on operational plans, contingency planning, execution orders, and other tasking requirements.
- Reviews tasks originating from USINDOPACOM, Joint Staff, or other agencies to identify disclosure implications.
- Ensures disclosure considerations are integrated into joint planning and multinational operations.
Collaboration & Stakeholder Engagement
- Maintains productive working relationships with IC partners, policy committees, foreign disclosure offices, and law enforcement agencies.
- Engages with colleagues and subject matter experts to share relevant information and coordinate disclosure-related decisions.
- Supports multinational coordination efforts by ensuring releasable intelligence and products align with policy.
Knowledge Management & Dissemination
- Posts and maintains releasable content on command knowledge-management platforms (A-Space, SharePoint, and others).
- Ensures releasable assessments and products are accessible to the broader IC and operational communities at appropriate classification levels.
Qualifications
Special Mandatory Qualifications / Certifications
- Experience supporting DoD, Joint Staff (JS), or Combatant Command (CCMD) operations at the strategic or operational level.
- Demonstrated expertise in foreign disclosure operations, including releasability decisions and multinational information sharing.
- Comprehensive understanding of:
- Presidential directives
- DoD and Joint Staff-level guidance
- National disclosure policy
- USINDOPACOM requirements
- Deliberate and adaptive planning processes
- Demonstrated ability to manage release requests throughout the entire approval process, including:
- Tracking and documentation
- Use of disclosure-related databases
- Familiarity with dissemination programs and related software applications
Preferred Qualifications
- Prior experience as an FDO/FDR within a CCMD environment.
- Familiarity with multinational operations, foreign partner equities, and bilateral or multilateral disclosure agreements.
- Experience managing high-volume release workflows at the enterprise level.
