Overview

The Counterterrorism (CT) / Insurgency Analyst provides senior-level all-source intelligence expertise focused on global and regional terrorist, insurgent, and violent extremist organizations (VEOs) that impact the Indo-Pacific theater. Analysts evaluate transnational threats, uncover operational networks, assess tactics and vulnerabilities, and develop intelligence products supporting USINDOPACOM's operational planning, warning activities, counterterrorism missions, and strategic decisions. The ideal candidate brings significant experience in CT/COIN analysis, structured tradecraft, network exploitation, and collaboration with IC and interagency partners.

Responsibilities

All-Source CT / COIN Intelligence Production

    Produces IC-coordinated all-source analytic products on non-state actors-including terrorist groups, insurgent movements, facilitators, and enabling networks.
  • Analyzes planning, operations, organizational structures, vulnerabilities, threat intent, and pattern-of-life indicators.
  • Provides analytic support to CT and COIN operations, including 24/7 warning activities and Document & Media Exploitation (DOMEX).

Threat Identity Management

  • Supports the tracking, validation, nomination, and management of identity data for known or suspected terrorists.
  • Identifies emerging terrorist threats and facilitates the nomination of individuals into appropriate identity-management or watchlist systems.

Transnational Threat Research

  • Conducts comprehensive research and analysis on transnational threat issues relevant to USINDOPACOM's priorities, including:
    • VEO networks
    • Regional insurgencies
    • CBRNE threat actors and TTPs
    • Foreign fighter flows
    • Threat finance and illicit facilitation
  • Provides in-depth regional assessments addressing threat developments and implications.

Analytic Tradecraft & Structured Assessments

  • Demonstrates mastery of structured analytic methodologies and adheres to IC tradecraft standards.
  • Produces a wide range of tailored intelligence products, including:
    • Target system assessments
    • Network diagrams and link charts
    • Infographics and visualizations
    • Planning support material
    • Executive travel support
    • RFI and TMS responses
  • Ensures analytic rigor, accuracy, and relevance to theater operational needs.

Coordination & Collaboration

  • Coordinates analytic findings with political-military analysts, IC partners, and interagency organizations.
  • Collaborates closely with regional experts to ensure integrated assessments and unified threat understanding.

Collection Management Integration

  • Evaluates IC products to identify intelligence gaps.
  • Develops and submits intelligence collection requirements to national-level collectors aligned with USINDOPACOM PIRs and analytic shortfalls.

Senior-Leader Support & Briefings

  • Prepares and delivers clear, insightful, and concise briefings to senior USINDOPACOM leaders.
  • Supports meetings, engagements, and collaborative discussions to inform military and civilian decision-makers on key CT/COIN issues affecting the Indo-Pacific region.


Qualifications

  • Senior-level experience conducting CT, COIN, or transnational threat analysis for the DoD or IC.
  • Strong understanding of terrorist and insurgent groups, networks, TTPs, global threat trends, and CBRNE-associated actors.
  • Proficiency in applying structured analytic techniques, social network analysis, and link analysis.
  • Experience supporting operational planning, warning functions, or targeting enterprises.
  • Strong written and verbal communication skills, including executive-level briefing experience.
  • Proven ability to collaborate with IC, interagency, and international partners.

Preferred Qualifications

  • Regional expertise in Indo-Pacific terrorism, VEOs, or insurgent movements.
  • Experience supporting USINDOPACOM or other Combatant Commands.
  • Familiarity with identity intelligence, watchlisting, and threat-nomination processes.
  • Experience with DOMEX, CT targeting, or expeditionary intelligence support.
