Energy Transfer is a master limited partnership that owns and operates one of the largest and most diversified portfolios of energy assets in the United States. In total, the Company owns and operates approximately 71,000 miles of natural gas, crude oil, refined products, and natural gas liquids pipelines, terminals, and acquisition and marketing assets which are used to facilitate the purchase and sale of crude oil, natural gas, natural gas liquids, and refined products Primary Purpose: Provide supervision, leadership, and technical support for Measurement Technicians. Primary Responsibilities:
- Provide technical and supervisory leadership to area measurement technicians and facilities to ensure the safe, accurate and efficient operations of all equipment and systems.
- Set work schedules and delegate assignments for Measurement team.
- Maintain accurate gas measurement facilities and manage lost and unaccounted product.
- Ensure accurate and timely closing of measurement data each month
- Respond to requests from internal and external customers for measurement data information.
- Assist with developing Capital and O&M expense budgets based on staffing, resource requirements, cost estimates, objectives and goals. Continually manages and forecasts the cash flows.
- Work with the Technical Services Manager and team to resolve complex measurement data problems.
- Provide engineering and operations services relating to all aspects of interconnect facilities and other field projects including: cost estimating, measurement design, contract review, and construction management.
- Responsible for regulatory compliance and act as a company representative during DOT inspections.
- Provides training to make full use of individual capabilities and to meet changing system demands. Orients new employees as to procedures, policies, location and operation of equipment.
- Works with Measurement Technicians to improve their skills in all phases of their job requirements
- Foster a positive open work environment, systems approaches and disciplined execution of all assigned tasks.
- Manage personnel related matters, including providing performance based feedback, providing support and completing administrative paperwork as needed.

Minimum Requirements:
- Technical College degree from an accredited institution in Engineering or a related discipline.
- 8+ Years of relevant experience.
- A minimum of five (5) years direct work experience in pipeline system measurement operations, including prior supervisory may be considered as a substitute for a degree.
- Adequate computer skills (MS operating system, MS Word, MS Excel, measurement software, etc.)
- Adequate knowledge of current AGA and GPA standards and guidelines
- Adequate knowledge and understanding of turbine meters, PD meters, Coriolis meters, ultrasonic meters, and gas chromatography
- Understanding of design, construction, and troubleshooting of meter stations
- Knowledge and experience in safe handling practices of flammable gases, liquids and high and low pressure systems.
- Good math skills (addition, subtraction, multiplication, division, fractions, decimals).
- Strong leadership skills and the ability to manage crews at multiple locations and multiple tasks on a daily basis.
- Solid communication (verbal and written) and interpersonal skills.
- Demonstrated ability to lead towards operational excellence.
- Strong customer focus in dealing with engineering, field operations and other internal and external groups.
- Must be able to perform all essential and marginal functions of the job.
- Must be able to work with a team, take direction from management, adhere to required work schedules, focus attention on details, and follow work rules.
- Ability to successfully perform multiple tasks with strict deadlines.
- Ability to organize and prioritize daily work.
