General Summary: The Manager of Plant Operations is responsible for overseeing the operation, maintenance, and performance of the company's fiber-to-the-home network, ensuring reliable delivery of internet, voice, and video services. This role involves coordinating and supervising technical field and network teams, maintaining accurate records and documentation, and ensuring adherence to company standards and service level agreements. This position requires strong leadership, problem-solving, and organizational skills, as well as the ability to motivate and train technical staff. The Plant Operations Manager must be detail-oriented, results-driven, and capable of managing multiple projects and deadlines in a fast-paced environment. Essential Job Functions:
- Oversees regional operations, including installation, repair, maintenance, splicing, and warehouse functions, ensuring reliable, high-quality service delivery;
- Develops and manages operating and capital budgets; analyzes financial data, control expenses, and ensures cost-effective performance aligned with company objectives;
- Partners with leadership to develop and implement business strategies and operational objectives supporting overall company goals;
- Provides strong leadership to field supervisors, technicians, and office staff, fostering a collaborative, customer-focused, and safety-conscious culture;
- Trains, mentors, and develops employees on installation, repair, and splicing best practices, ensuring consistency and high performance across teams;
- Monitors employee productivity and conducts performance evaluations; manages staffing actions including hiring, promotions, and disciplinary measures;
- Builds engagement and morale through coaching, recognition, and team-building initiatives that promote professional growth and collaboration;
- Establishes and maintains technical, installation, splicing, and maintenance standards to drive process excellence and operational consistency;
- Partners with procurement staff to manage inventory and materials, ensuring proper asset control and equipment availability;
- Enforces all safety policies and procedures; lead training and corrective action programs to maintain a safe and compliant work environment;
- Plans and prioritizes multiple projects and resources to meet shifting business needs while maintaining high productivity and service levels;
- Prepares and delivers timely operational reports, including productivity, expenses, and performance metrics, in line with company requirements;
- Collaborates with cross-functional teams to align goals, coordinate resources, and support growth initiatives;
- Performs all other related duties as assigned by the Director of Technical Operations.
Knowledge, Skills, and Abilities:
- Knowledge of fiber optic communications industry;
- Knowledge of fiber-to-the-home (FTTH) operations, technology, and equipment;
- Knowledge of regulatory environment and the business impact of proposed and adopted regulatory changes;
- Knowledge of best practices and requirements regarding utility easements, rights-of-way and aerial attachment permitting;
- Knowledge of National Electric Code, OSHA, FCC rules and regulations, and related state and local codes;
- Knowledge of outside fiber plant construction, components, and design;
- Skill in operating various office equipment such as personal computer, various software programs, and telephone systems;
- Skill in oral and written communication;
- Skill in public speaking;
- Skill in reading and understanding financial reports, industry regulations, and proposed business planning;
- Ability to communicate with customers, employees, and various business contacts in a professional and courteous manner;
- Ability to work hours, including evenings, weekends, and holidays as required; and must be able to be on call for 24 hours/ 7 days a week;
- Ability to demonstrate skills in leadership and general management;
- Ability to organize and prioritize multiple work assignments;
- Ability to pay close attention to detail;
- Ability to make sound decisions using information at hand;
- Ability to create a team environment and sustain employee morale;
- Ability to work closely with technical and office personnel, customers, outside contractors, utility companies and the general public;
- Ability to travel for business requirements; must possess a valid Driver's License with a satisfactory driving record.
Education and Experience: High school diploma or equivalent plus three to five years of experience in fiber optic outside plant construction or installation/repair operations is required. Three years of supervisory experience is also required.
