General Description The Regional Financial Controller is a Mid to Sr. level, salaried position that is primarily responsible in supporting 10 division finance and accounting functions, across 6 states (MA, ME,NH,PA,VA,TX). This position will report to the Regional Financial Director "RFD", who is based out of Chantilly Virginia office.

Essential Duties and Responsibilities



  • Manage and mentor the team of (6) business unit Cost Controllers

    • Routine training of the cost controllers to ensure consistency across the company
    • Close monitoring of the tasks performed on a monthly basis
    • Setting regular goals and objectives for the team
    • Routine travel to division offices to oversee the activities


  • Work closely with the chief accountant to monitor the accounting processes in the divisions
  • Leadership of the budget process, from beginning to end, to produce three annual budgets in conjunction with the division and senior management, and in line with the deadlines set by the Zone; validation of entries made into Kheops by the cost controllers
  • Management of the month end closing process, ensuring accuracy and completeness of the figures, as well as providing senior management with detailed analysis of significant deviations from the plan

    • Worksite analysis, including under/over billing, impact from changes in projections and evolution of backlog and workload
    • Asphalt plants analysis, including sales tons, margins on materials and plant operational costs compared with the detailed monthly phased budget
    • Quarries analysis, including sales tons, production tons, inventory movement and pricing, and operating costs compared with the phased budget
    • Analysis of variances relating to labor and equipment
    • Consolidation of the results at EAC level, including overheads and SSC costs


  • Oversee the financial planning and budgeting, producing annual budgets and periodic revisions in collaboration with divisions and executive management.
  • Coordination with division management and local engineers to prepare cost to complete estimates and justification of revenue for ongoing paving projects

    • Review and justification of changes from original job projection (SB1)
    • Validation of significant changes to latest job projection (SB3)
    • Analysis of risks and opportunities at the company level


  • Ensure financial reporting conforms to the following standards, procedures and policies:

    • Delegation (EAC) and country level (VINCI Construction USA)
    • Division (VINCI Construction Americas Oceania)
    • IFRS and US GAAP


  • Identify and report risks related to job projections, adjustments, receivables, to the
  • Assistance to the Finance Director in other activities, which may include from time to time preparation of cash flow forecasts, DCF calculations, and review of internal controls
  • Provide business and/or financial analysis
  • Coordinate with external auditors to assist in preparation of the annual financial statements, specifically to provide documentation relating to worksite revenue, operating costs and inventory balances
  • Develop and document accounting policies and business processes to strengthen internal controls
  • Any other tasks as required by senior management of EAC or VINCI Construction USA

Knowledge, Skills and Attributes



  • In depth knowledge of Group's Internal Accounting Rules and Procedures
  • In depth experience working with Kheops/ Financial Software
  • Ability to maintain confidentiality;
  • Excellent written and verbal communication skills;
  • Must be well organized, detail oriented and able to multi-task;
  • Proficiency with Microsoft Office to include; Outlook, Word, Excel, PowerPoint & Teams;


Education and/or Experience. This position is not entry level, and requires extensive experience.



  • At least (10) years, of financial and/or accounting experience
  • College degree in Accounting or Finance

  • Frequent ability to sit for prolonged periods of time;
  • Ability to drive a company vehicle for various recruiting

  • Frequent ability to navigate through office environment, including periodic use of stairs and/or elevator, as needed;
  • Infrequent ability to lift general office documents and materials, up to 10 pounds;
  • Frequent vision abilities required by this job include close vision, distance vision, depth perception, color vision, and the ability to adjust focus.
