The Sustainment Lead /ISSO will provide Tier II and Tier III sustainment, cybersecurity oversight, and RMF authorization support for DISA's enterprise sensing capabilities, including the Open Sensor Platform (OSP), Full Packet Capture (FPCAP), Automated Security Validation (ASV), and Intrusion Detection System (IDS). This role is responsible for maintaining sensor operational readiness, ensuring compliance with DoD cybersecurity requirements, supporting O&M activities, managing configuration baselines, and sustaining Authority to Operate requirements under the Risk Management Framework. The Sustainment Lead / ISSO will also serve as a primary onsite resource at DISA Fort Meade, coordinating directly with Government stakeholders and supporting classified A&A efforts.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
- Lead the sustainment, O&M, and Tier II/Tier III support activities for OSP, FPCAP, ASV, and IDS sensing systems.
- Ensure all deployed sensors remain operational, stable, and compliant with mission requirements.
- Analyze system issues, troubleshoot operational problems, and provide escalation support as needed.
- Maintain reference implementation instances in lab environments for troubleshooting, patch testing, and configuration validation.
- Manage and update configuration baselines, system builds, network diagrams, cabling diagrams, and system documentation.
- Coordinate and track IAVA patches, COTS/GOTS updates, hardware lifecycle changes, and software upgrades.
- Review licenses and COTS product expirations; provide advance notification of required renewals.
- Support scheduled and emergency maintenance activities, including coordination of Authorized Service Interruptions.
- Maintain backups, system logs, and all technical documentation required for O&M reporting.
- Prepare updates for Master Site POC Lists and Master Equipment Lists, ensuring 100% accountability for system hardware.
- Coordinate with hardware vendors, service providers, and JCIP teams for deployments, RMAs, and replacements.
- Support asset tracking and property accountability, including DD1149, DD1150, and DA316 processing as required.
- Assist with preventive maintenance, network interface changes, and updates to all sensing platforms.
ISSO RESONSIBILITIES:
- Implement and maintain Risk Management Framework activities, ensuring the sensing systems retain their Authority to Operate.
- Develop, update, and maintain RMF artifacts including System Security Plans, Security Assessment Reports, and POA&Ms.
- Execute and review weekly and monthly ACAS, SCAP, and STIG-based compliance scans across all sensing baseline systems.
- Upload scan results into DISA's reporting tools and develop mitigation strategies for all identified vulnerabilities.
- Ensure all hardware, firmware, software, and cables are properly labeled and documented in accordance with DoD requirements.
- Maintain the accredited baseline configuration for all sensing capabilities and ensure deployed systems remain in compliance with the approved baseline.
- Apply patches, fixes, and configuration changes needed to maintain cybersecurity compliance and sustain the ATO.
- Provide onsite support at DISA HQ for classified A&A packages and cybersecurity reviews.
- Prepare findings and remediation reports in response to Government-identified compliance issues.
- Support continuity of operations, configuration management, and operational sustainment as part of cybersecurity lifecycle activities.
REQUIRED EDUCATION, EXPERIENCE, & CERTIFICATIONS:
- Active Secret clearance required
- Bachelor's Degree in Cybersecurity, Information Systems, or related field; equivalent experience considered.
- Four (4) to Seven (7) years of experience in cybersecurity, information systems security, RMF compliance, or DoD sustainment operations.
- Experience supporting O&M of networked systems, cybersecurity tools, or intelligence/sensing platforms.
- Experience with DoDI 8510.01, DoDD 8500 series, NIST SP 800-series, and DISA security policies.
- Proficiency reviewing and interpreting ACAS, Nessus, SCAP, BURP, and STIG Viewer results.
- Experience with POA&Ms, IAVAs, vulnerability remediation, and continuous monitoring activities.
- Experience maintaining configuration baselines and performing system updates in accordance with ATO requirements.
- DoD 8570 IAT II or IAM I certification required (Security+, CySA+, CISM, CASP, CISSP, etc.).
- Strong analytical and troubleshooting skills, especially in networked or distributed sensor environments.
- Ability to produce high quality documentation, briefings, and reports for technical and non technical audiences.
- Excellent interpersonal and communication skills with the ability to engage directly with Government leadership.
- Demonstrated ability to work independently and lead sustainment tasks in a fast paced operational environment.
