Position Summary Manage all aspects of commercial satellite communications (COMSATCOM) services for U.S. Government and/or industry customers, including but not limited to orchestrating the design, implementation, transition, operations, and maintenance. Lead the integrated product team from project kick-off through project close. Direct the daily execution of contract requirements to assure that cost, schedule, and performance goals are met, and risks are proactively managed. Provide interface, communications, and coordination with internal and external stakeholders on matters pertaining to existing contracts and bid and proposal activities. Participate as a team member on bid and proposal activities to grow existing contracts and win all recompetes. This position functions at the lowest level of complexity and independence. Example projects include capacity-only and/or individual services. Responsibilities may be conducted under the guidance of a more senior manager. Primary Job Responsibilities
- Manage and direct the daily execution of contract requirements to ensure cost, schedule, and performance goals are met on assigned portfolio of contracts to US Government or indirect customers servicing Government end-users
- The scope of contracts may include concurrent capacity-only and/or individual managed end-to-end services and networks leveraging GEO,MEO, and/or LEO constellations
- Develop and implement plans and schedules that provide the roadmap to meeting customer contract requirements on-time and within-budget
- Allocate and control budgets for labor, material, travel and purchased services
- Formally identify, assess, monitor, and mitigate risk throughout the program life cycle. Obtain management approval prior to making decisions that will cause deterioration of established program, cost, and schedule objectives.
- Perform variance analysis of schedule and cost on a formal and informal basis and present them to senior management (i.e. earned value management system)
- Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance to resolve problems as they arise.
- Assure a timely closeout of completed programs to ensure that all obligations are satisfied, and program documentation is properly recorded
- Promote project management standards and best practices across programs to include communications, quality, and risk assessment strategies
- While representing Company's interests, assure that conduct of contract requirements is executed in accordance with appropriate regulations and corporate policies and procedures (i.e. federal acquisition regulations)
- Prepare for and participate in contract/subcontract negotiations.
- Interface with key vendors in coordination with company procurement/subcontracts to ensure requirements are delivered on-time and within budget.
- Manage program profit & loss (P&L)
- Understand and apply program planning (i.e.: develop a Bill of Materials and Basis of Estimate)
- Understand cash flow management principles
- Lead meetings and the integrated product team from kick-off through project close.
- Work closely with assigned government agencies, vendors, and internal staff to oversee and coordinate all functions related to client programs.
- Assure communication and cooperation among team members to resolve areas of conflict
- Support, communicate, reinforce, and defend corporate and PMO vision, mission, and values
- Provide interface, communications, and coordination with internal and external customers on matters pertaining to existing contracts and bid and proposal activities
- Act as the primary customer interface on all matters involving contract execution. Coordinate periodic meetings, provide required status reports, and ensure customer issues are addressed/resolved in a timely fashion and within contract parameters. Coordinate with Contracts on issues pertaining to contract requirements, changes, and interpretations. Coordinate with other departments to resolve contractual problems with the customer.

- Participate as a team member on bid and proposal activities. Ensure that the requirements of the request for proposal are met in the preparation and documentation of bids and proposals.
- Interface with company senior management pertaining to assigned programs to report program (technical and financial) performance. Report program status to senior management monthly.
- Represent management at program reviews, meetings, seminars, etc.
- Understand and apply process improvement principles (i.e.: ITIL, Lean Six Sigma); develop/improve program management processes and procedures within customer programs
- Understand and develop leading verses lagging indicators
- Effectively manage inventory
- Up to 20% travel required
Required Qualifications
- Bachelor's degree or equivalent combination of education and experience; technical or business background preferred
- Project or program management experience preferred; satellite industry experience preferred
- Current Project/Program Management certification (i.e. PMP or DAU level 3) preferred
- ITIL Foundation certification preferred
- Active U.S. SECRET security clearance preferred
- Successful track record managing complex aerospace/defense programs as a prime or sub-contractor to a domestic or foreign military organization
- Experience throughout the program lifecycle from development through sustainment to include requirements decomposition, proposal development, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts
- Knowledge of program management focus areas, processes, outputs, and tools
- Knowledge of systems engineering and risk management principals
- Experience in finance, contracting, export regulations, engineering, logistics, manufacturing, and supply chain management
- Experience with metrics to assess and report program progress, productivity, and variance analysis
- Experience with earned value cost accounting and reporting
- Experience with planning, project reviews, scheduling, and budget control
- Understanding of internal matrixed work processes; must be able to work with other departments within SES Space & Defense and the broader SES staff
