Our global Secretariat is staffed and managed by PATH. PATH, on behalf of the Coalition Secretariat, is seeking a Control Tower Planning Manager (CTPM) for the Global Family Planning Visibility and Analytics Network (VAN). The VAN is the first fully scaled control tower in international public health. The VAN's more than 140 member organizations, including 38 country governments, can track in real time over 13,000 shipments of 87 products across 154 countries. The VAN seamlessly integrates what were once multiple siloed data and analytical processes into a single collaborative platform. The CTPM plays a critical leadership role in the implementation of the VAN, overseeing the day-to-day business processes within the VAN Control Tower (including internal staff and external sub-contractors) and works to define and implement process improvements.

The CTPM oversees the work of the VAN Control Tower Regional Managers (CTRMs), the VAN Global Analysts, and leads a global donor coordination group, the VAN Consensus Planning Group (VAN CPG). The VAN CPG works to prevent countries from ending up with too few supplies to meet contraceptive needs or too many supplies to be consumed before they expire. In addition, the VAN CPG members work together to help balance demand and supply for family planning products. The VAN CPG includes members from key donor and procuring organizations and their technical partners. The CTPM oversees and leads both the tactical and strategic operations of the VAN CPG. This position will report to the Data and Process Improvement Senior Manager and work closely with the RHSC Data Leadership Team to coordinate VAN work with other data initiatives across the Coalition.

This position requires strong leadership skills and ability to motivate people alongside deep technical expertise in supply chain and data management. We seek detail-oriented, dynamic, self-driven, and highly organized candidates with at least 10 years of experience in public health pharmaceutical supply chains, particularly for family planning (FP). Candidates must have experience supporting forecasting and supply planning activities for family planning and be committed to supply chain data quality. Candidates must also have previous experience providing management and supervision to remote teams. Candidates must be fluent in English and demonstrate professional fluency in French.

This position may require travel to domestic and international locations, estimated at approximately 10%.

Responsibilities:

Supervise VAN CTRMs and Manage Master Schedule and Key Operations

  • Supervise the VAN CTRM's and provide day-to-day management of their technical activities and key deliverables in support of VAN operations.

  • Define and monitor deadlines for monthly and quarterly control tower processes as well as routine analyses, including supporting CTRMs to ensure that VAN Country Analysts conduct country data reviews on time and in line with agreed upon data quality standards.

Lead Global Analysis, Forecasting, and Demand Planning Activities

  • Lead cross-cutting data analysis across countries, suppliers, and products to provide ecosystem-wide insights and recommendations to users and Analysts.

  • Manage the VAN Global Analysts who are responsible for supporting all cross-cutting and global data analysis activities under the VAN.

  • Collaborate with the VAN Global Analysts to define the methodology and develop associated user documentation for quarterly supplier-specific family planning product forecasts and the VAN's annual procurement funding gap analysis.

  • Finalize the VAN procurement funding gap analysis results and present them to VAN CPG members and other key stakeholders.

  • Coordinate the Global Analysts to support ad hoc global analyses as needed and participate in coordinated forecasting efforts with broader FP community.

Define New Business Processes and Support Technology Enhancements

  • Collaborate with other VAN staff or take the lead as delegated to design and document platform enhancements requested by users or needed to improve business operations. Participate in technology requirements development to implement technology enhancements.

  • Work with other VAN staff to support rollout to all users of business process changes resulting from platform enhancements.

  • Provide input on key Master Data questions and data quality issues. Support documentation of data standards related to VAN Master Data.

  • Coordinate with RHSC Data Leadership team to ensure continuity and cohesion across all Coalition data initiatives.

Manage Key Donor and Stakeholder Relationships and Data Analysis Requests

  • Lead the VAN CPG, facilitating meetings and setting tactical/strategic direction, in consultation with the VAN management unit.

  • Coordinate data and analysis responses to VAN members in alignment with their membership type.

  • Serve as the link between the VAN Control Tower, the VAN CPG Members, and the VAN governance structure.

  • Present the work of the VAN to stakeholders and at international conferences, as required

  • Facilitate collaboration across procurers and countries when demand surpasses supply to mitigate the risk of stockouts and ensure VAN Analyst resources are assigned as needed.

Support Documentation and Training

  • Maintain standard training curricula for country and Control Tower programs.

  • Support e-learning platform migration and maintain country transition templates.

  • Serve as Master Trainer and report platform bugs/data quality issues.

Required Skills & Experience:

  • Master's degree in public health or another relevant field.

  • Minimum 10 years of professional experience in public health supply chain. Experience with family planning supply chain is preferred.

  • Prior experience providing technical assistance to low and lower middle-income countries on forecasting and supply planning for pharmaceuticals.

  • Prior experience training users on a digital platform.

  • Proven track record of successfully leading and managing a remote team.

  • Proven leadership in strategic facilitation and collaboration with partner organizations, government officials, and stakeholders at all levels.

  • Preference for individuals who are currently or have recently been users of the VAN.

  • Demonstrated expertise in applying strategic insight and analytical thinking to solve complex problems.

  • Excellent communication skills in both oral and written communications.

  • Proficiency in MS Office (MS Word, MS Excel, and MS PowerPoint).

  • Fluency in English with professional proficiency in French highly desirable.

  • Demonstrated commitment to using data-driven insights and innovative technologies to solve supply chain challenges that directly impact reproductive health outcomes worldwide.

  • Ability to provide leadership in a fast-paced and sometimes ambiguous environment.

  • Demonstrated ability to provide coaching and explain technical processes to other team members.

  • Deep understanding of the current landscape of donors and procurers of family planning products for low and lower middle-income countries.

  • Ability to influence without direct authority across diverse stakeholder groups.

  • High-level attention to detail yet also able to provide strategic thinking and guidance

  • Understanding of master data management, product information management, and product catalog management.

  • Excellent organizational skills and able to work independently with minimal supervision.
