Program Evaluator


Behavioral Health Services


Hourly Pay Range: $24.29 - $36.66

Job Summary: The Program Evaluator is responsible for the collection, statistical analysis, interpretation, and reporting of data. This position is also responsible for the reporting of client outcomes, program evaluation, service utilization, quality/performance improvement, and clinical research studies for both the mental health and substance abuse services focusing in youth mental health programs and Comprehensive Community Services (CCS). This is a hybrid role, with an expectation of at least two days a week in office.



Essential Responsibilities:



  • Data Extraction Reporting and Visualization. Use effective methods of extracting, communicating, and reporting data. Discuss and interpret the findings with key stakeholders. Present findings according to the needs of diverse audiences. Facilitate or monitor changes resulting from recommendations made. Create dashboards using business intelligence software.
  • Analyze and Interpret Data. Assess the validity and reliability of data. Use appropriate quantitative or qualitative analysis procedures. Review and interpret data in an unbiased way. Utilize data collection, statistical analysis, and reporting methods to determine behavioral health outcomes and program effectiveness. Make judgments about the findings, draw conclusions, and make recommendations. Contribute to system improvement activities based on program review and analysis.
  • Quality Improvement Projects. Participate and/or lead quality improvement projects for the department, services areas, or external partners.
  • Stakeholder Engagement/Customer Service. Act as an internal consultant regarding the implications of program analytics and business insights. Collaborate with internal and external service areas/departments.
  • Grant Data Reporting. Lead grant data reporting needs for youth program grant opportunities. Complete quarterly and annual report writing.
  • Provide additional support for business operations of youth serving programs within Behavioral Health Services.
  • Perform all other duties as assigned.



Minimum Requirements:



  • Current resident of the State of Wisconsin.
  • Valid Wisconsin Driver's License and reliable insured vehicle, able to be maintained throughout employment.
  • Bachelor's degree or higher from an accredited college/university.
  • At least one (1) year of experience performing data analysis and/or program evaluation, preferably within a Human Services field.
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.



Preferred Qualifications:



  • Experience working within youth serving programs.
  • Experience working with SAP Crystal Reports and/or SQL.
  • Experience with data visualization software such as PowerBI or Tableau.
  • Experience with public speaking and/or presenting information to diverse audiences.



Knowledge, Skills and Abilities: Knowledge of Federal, State and County regulations, Wisconsin Administrative Code for Community Services; knowledge of the principles and practices of developing and implementing mental health and substance abuse programs; oral and written communication skills; report writing skills; analytical skills; organizational skills; ability to work productively with representatives of the Behavioral Health Services and contracted agencies; and ability to work effectively and harmoniously with staff. You will be required to drive 5-10% of the time in this role.
