THE POSITION:

THE OPPORTUNITY

Are you interested in a challenging and rewarding career managing the Agency's Information and Operational Technology? The Agency seeks a strategic, innovative, and influential leader to serve as its next Manager of Information Technology. In this role, you will lead a highly skilled and dedicated team responsible for ensuring the security, reliability, and performance of the Agency's technology environment. This includes enterprise and business applications, telecommunications, wired and wireless networks, SCADA systems, plant automation, and disaster recovery processes. You will also direct the Agency's cybersecurity governance and risk management strategy, safeguarding both business operations and critical infrastructure.
In addition, this role is responsible for shaping the Agency's long-term technology strategy. You will evaluate emerging technologies, develop innovative solutions to improve operational efficiency, and guide major IT investments. By collaborating with leadership across all departments, you will ensure that technology initiatives align with organizational priorities, enhance data-driven decision-making, and support sustainable growth while maintaining the highest standards of security and reliability.

EDUCATION, TRAINING, AND EXPERIENCE:
A combination of education and experience equivalent to:
  • Graduation from an accredited four-year college or university with a major in management information systems, information technology, computer science or a closely related field.
  • At least ten years of progressively responsible experience in computer science, systems and/or network administration, at least three of which were at a project management or supervisory level.
  • Experience in establishing cybersecurity and risk metrics for reporting. Experience in a public agency is preferred.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
  • Microsoft Certified Solutions Associate or Cisco Certified Network Associate (CCNA) is strongly desired.
  • Certified Information Security Manager (CISM) or Certified Information Systems Security Professional (CISSP) Certification is strongly desired.
  • Certified in Information technology infrastructure library (ITIL) is strongly desired.

Skills and Abilities
  • Ability to collaborate across departments and with external partners to support IT strategy, network and SCADA system planning, enterprise application deployment, and long-term technology initiatives.
  • Experience conducting technical analyses related to cybersecurity risk assessments, network and system performance evaluations, disaster recovery planning, and technology lifecycle management
  • Skilled in supporting technology-driven project planning and delivery, including defining project scopes, coordinating cross-functional teams, overseeing system implementations, maintaining IT asset inventories, and tracking performance metrics to guide investment and resource decisions.
  • Ability to apply strong critical thinking and analytical skills to evaluate IT infrastructure and operational technology performance, identify vulnerabilities, and develop strategic recommendations that enhance system reliability, security, and efficiency.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. Under the leadership of a directly elected five-member Board of Directors, the Agency is committed to supporting the needs of its service area and safeguarding public health through significant investments in a diverse water supply portfolio, reliable municipal/industrial wastewater collection and treatment services, and other related utility services in a regionally planned and cost-effective manner.

As a member agency of the Metropolitan Water District of Southern California (Metropolitan), IEUA provides supplemental water supplies, primarily via the State Water Project (SWP) for distribution among nine retail agencies. IEUA also replenishes local groundwater supplies with captured stormwater and recycled water produced by IEUA that is later extracted by local water agencies for use as a drinking water supply.
