Rate Classification: Grade 6 - $28.17 per hour, per the Collective Bargaining Agreement

Number of Positions Available: 1

Washington Gas has an immediate need for a Construction Support Data Specialist. You will be responsible for supporting the Operations areas to ensure consistent administration of workforce management is obtained. You will also be responsible for the development of business plans and budgets, implementation and continuous improvement of special projects and providing general support to the assigned business unit.

You Will:
* Apply, obtain, manage, renew, close out and remit for jurisdictional permits. Generally, perform work via WMIS.
* Utilize - DTOPS Permit system in DC and APAS in VDOT to apply for and manage permits or other jurisdictional systems as necessary.
* Compute permit fees and take appropriate action to ensure payment.
* Travel to various permit agencies to pick up permits as assigned.
* Process and track jurisdictional paving schedules and maintain log of paving complaints, dispatch as appropriate and follow up to assure complaint is properly addressed.
* Prepare customer notification letters and internal processing of checks.
* Enter data in ICIS for meter set orders and meter locations.
* Process contracts and submit invoices.
* Review and verify contractor pay items and related data via emails, WMIS or other systems as necessary.
* Enter data in WMIS, including but not limited to BCA initiation, work request creation, as built, as build approvals, processing of CRSRE, CRSR, MPV's, CPV's, truck stock, county address updates, change memos, etc.
* Scan and attach documents in WMIS or other systems as necessary.
* Review, research and update reports used to monitor construction job reporting (e.g., CWIP, AC Quantity >1, Construction CONSTR Failed WR Closing Report (Bi-monthly), Orphaned WRs not associated to a BCA, ARM reports, etc.) performing corrective actions as assigned and/or approved by Management.
* Research and interpret Company documents (source of supply from SmallWorld, construction drawings, quad maps, map books, internet, Field Notes, service records cards, paving tickets, Unified Work Orders, etc.) in support of construction, paving and permitting processes.
* Process completed work orders and invoices.
* Prepare, as needed, various Company forms related to Company's legacy systems, including completion and retirement notices, notices to complete and cancel jobs, etc.
* Respond to phone inquiries related to sales, job status, permit inquiries, paving issues, outstanding invoices & pay items, etc.
* Research company records in support of company's Office of General Counsel, Finance and other business units.
* Participate in development of user acceptance system tests and performance of testing as assigned.
* Prepare status reports, as assigned.
* Maintain files; and utilize ARM or other reports to manage permit status in appropriate systems.
* Perform other duties as assigned.

You Have:
* High School Diploma/GED
* Must have a general knowledge of Company operations, policies and practices related to distribution pipeline/service construction, as well as, paving operations and permitting process.
* Demonstrable PC and mainframe skills; and Basic math skills.
* Must successfully pass Construction Support Data Specialist Qualification test.
* Attention to detail; Accurate and complete work. Must be able to gather, analyze and summarize data.
* Good verbal and written communication skills.
* Ability to analyze and process jobs for construction, permitting and paving.
* Clear understanding of Company's accounting codification.
* Tactful in communications with internal and external customers.
* Demonstrable abilities to use MS Office Suite of products, including Excel, Word and Access; and Ability to use computer software (including WMIS, ICIS, NBCMS, OSS, POS, UWO Optical Imaging System and Kardex).
