What we are looking for

SCS Engineers is looking for a Regional Construction Manager for our Southern California OM&M Construction team. You can be based out of our Long Beach or Ontario office and travel to sites will be necessary. You will be responsible for managing the safe, effective execution of work required to construct various environmental control systems. You will report to the Business Unit Director.



How you can make an impact

    Serve as reviewing principal for project deliverables with an emphasis on client contact and liaison. Provide technical, contractual, and administrative support to Project Manager(s) and Estimator(s). Assist in planning and development of budgets for proposals. Emphasize sound engineering/scientific and technical quality, client satisfaction, and project profitability.
  • Provide guidance to Project Manager(s) in dealing with project staff, staffing assignments, and accounting for resources in executing their jobs. Responsible for developing effective project management skills for the technical staff.
  • Serve as a key business development representative of the firm to provide technical foundations for the development of larger long-term projects.
  • Responsible for preparing and implementing a formal business development plan for assigned activities. Monitor business development and strive for cost efficiency as well as long-term positioning in business development execution.
  • Proposal preparation responsibilities include review of RFP's; preparation of written proposals, qualification packages, and SF 255's; prepare and conduct interviews with clients for new work; delegate to and supervise others in performing these proposal responsibilities.
  • Responsible for project management oversight, including:
    • Review of work scopes (plans), schedules, budgets, and contracts.
    • Financial performance of assigned projects.
    • Assist with managing client expectations and satisfaction with work performed.
    • Assist with communications with the project team, including clients, regulatory agencies, vendors, and subcontractors.
    • Assist with data preparation for regulatory reporting as requested.
  • Understand, adopt, and actively promote the company's behavior-based health and safety program.
  • Ensure field teams have the necessary safety equipment (ventilation fans, barricades, etc.).
  • Review safety assessments of field conditions and provide recommendations to clients and staff to account for site hazards.
  • Assist with investigations and prepare associated reports following any health and safety incidents.
  • Participate in the talent acquisition process for new hires, including interviews and employment application reviews.
  • Participate in business development activities, including:
    • Interaction and engagement with potential and existing clients to identify new opportunities
    • Bid/proposal preparation
    • Regional trade shows
  • Foster working relationships with other SCS Business Units, including Corporate, by actively exchanging technical and business development information

Estimating

  • Visit job site to evaluate job site conditions on an as needed basis.
  • Review material requirements from plans and specifications to ensure accurate proposals.
  • Review pre-bid memorandum outlining project scope, size, due date, labor (prevailing wage), MWBE response, insurance, and bonding requirements.
  • Assist/review proposed bid schedules.
  • Participate in bid review meeting and review of final bid checklist.
  • Review proposal response letter and coordinates submission of final package.
  • Provide quality control and quality assistance on engineering design construction plans and estimates for the parent company.


Qualifications

  • A minimum of 10 years' of solid waste and/or environmental remediation construction experience, with at least 2 years as a Project Manager/Estimator required.
  • Proficient at tracking all project expenses, monitor budget utilization, and ensuring that spending stays within the approved budget.
  • Perform accurate and timely billing, managing accruals, resolving invoice-related issues, and potentially overseeing the entire billing process.
  • Strong oral presentation and written communication skills.
  • Ability to work cooperatively with others and foster team spirit with all levels of personnel.
  • 40-hour Health and Safety, 8-hour Management and Supervisor, OSHA 29 CFR 1910.20, Confined Space Entry, and Trench Excavation Safety training preferred.
  • Record of successful estimating and management of projects.
  • Valid driver's license with a driving record in good standing required.


Pay Range

USD $130,000.00 - USD $175,000.00 /Hr.
