About the Job

General Statement of Responsibilities:

Manage human resources functions related to employment of union and non-union staff that involve the planning, implementation and day-to-day operations of the Human Resources department. These include recruitment, management of HR actions and record keeping for hires, terminations, leaves of absence, promotions, transfers, coordination of training, performance management, succession planning, and compensation analysis among others. Provides guidance to staff regarding policy and collective bargaining agreement and works with the HR Director on labor matters, such as grievance procedures. Assist with the communication of policies, procedures, labor contract, diversity and inclusion action plans, and other departmental and university regulatory updates. Assist with the planning, scheduling and implementation of department activities such as onboarding and offboarding, training opportunities and recognition programs among others. Fosters practices that produce enhanced productivity and effective work environment and partners with the HR Director to ensure that the execution of human resources activities, services and guidance are consistent with, and supportive of, established University human resources vision, mission and plans.

Maintain exceptionally high degrees of confidentiality and customer service and be able to foster an environment of continuous improvement through the practice of Boynton Health's core values. Perform other related functions as needed.

Detailed Job Responsibilities:

Employee and Labor Relations (25%)

  • Provides core HR consultation and support to leadership, supervisors, and staff in the areas of hiring and recruitment, compensation, performance management, and evaluation, contract and policy interpretation, employee and labor relations, employee engagement, compliance, and process improvement.
  • Advises management on employee relations issues, coaching, performance development, compensation equity and related University policies. Prepares salary in-range, equity, and retention adjustments and investigates employee complaints. Actively participates in collective bargaining, acting as Boynton's representative at labor negotiations, and assisting the HR Director in processing grievances.
  • Research, maintain knowledge of, and interpret University and Boynton HR policies and procedures; monitor HR activities to ensure compliance with federal, state, and local laws as well as department and University policy.
  • Coach managers on, and ensure practices comply with HR policies, procedures, and practices on employee and labor relations that govern each employee group.
  • Advises leaders on collective bargaining agreement (CBA) questions and interpretation of contract language.

Performance Management/HRMS/Payroll (20%)

  • Responsible for performance management including PAT (Performance Appraisal Tool), for all employee groups. Acts as point person and manages the PAT, reporting, and follow up on employee performance reviews.
  • Trains managers and employees in creating and managing goals within PAT.
  • Creating and updating policies, procedures that help to support the mission of Boynton Health and the University of Minnesota.
  • Support the HR team in entry of PeopleSoft data, including employee payroll status changes, payroll updates, pay rate changes, position management updates, step progressions, FTE and schedule changes, health care career bonus pay, quarterly salary adjustments, timesheet and absence entry, salary distributions, retro-distributions, and serves as back-up for other HRMS entry types.

Employee Engagement, Development/Training, and Diversity (15%)

  • Partner with the HR Director to identify training opportunities and talent management strategies; develop and deliver presentations, orientations, and training to managers and employees.
  • Utilize HR Analytics to engage in program planning and execution to promote employee engagement and diversity and inclusion that includes recruiting initiatives and diversity training and awareness.
  • Consult with the HR Director and other Boynton leaders on talent development, employee engagement, recognition, retention, and succession strategies.
  • Partner with the HR Director on a biannual basis to collect, review and interpret engagement data and formulate action plans to drive improvement within units.

Strategic Initiatives and Project Management (25%)

  • Serve as a project manager for Boynton's HR initiatives.
  • Work closely with the HR Director to evaluate current Boynton HR processes and needs to assist in developing new policies, procedures, and best practices; initiate and lead projects as needed.
  • Assist HR Director with organization design, including coaching managers and leaders on appropriate staffing levels and structure to maximize organizational effectiveness.

Talent Acquisition (10%)

  • Manage Boynton's talent acquisition processes by consulting with OHR and supporting hiring managers, observing trends in higher education and developing best practices to attract and retain talent that meets Boynton's needs while preserving consistency with University-wide protocols. Utilize the University systems of record, variety of reports, and spreadsheets to deliver and maintain accurate and timely data.
  • Collaborate with the HR Director on workforce planning and routine position reviews by conducting reviews and making recommendations for classifications and organizational structures for Boynton Health that meet current and future needs of the department. Serves as Human Resources representative on search committees, interviews candidates for employment, coordinates hiring functions, oversees P&A contract renewal and non-renewal process. Advises managers and supervisors on reviewing job applications and evaluating candidates.
  • Act as back up for recruiting, new employee orientation, and training functions.
  • Promotes a safe, equitable, and respectful environment in which concerns can be addressed effectively.
  • Other duties as assigned.
Qualifications

Required Qualifications:

  • BA/BS degree plus at least six years of experience of professional HR related work experience or a combination of related education and professional work experience to equal eight years.
  • Demonstrated commitment to promoting a culture that respects and advances diversity and inclusion.

Preferred Qualifications:

  • Advanced degree(s) and/or certification(s)
  • Experience working with individuals from diverse racial, ethnic, and socioeconomic backgrounds.
