This role is part of Blue Origin Operations, which is comprised of Integrated Supply Chain, Facilities, and Security, and Safety, Quality, and Mission Assurance. This includes Manufacturing and Supply Chain support across all Blue Origin facilities.

The Fleet Certification Administrator plays a crucial role in ensuring the safety, regulatory compliance, and operational effectiveness of Blue Origin's fleet. This position is responsible for overseeing all certifications and compliance-related activities outlined in the Fleet Safety Manual. The Fleet Certification Administrator must ensure all fleet operations adhere to Federal Motor Carrier Safety Act(FMCSA) and Blue Origin's specific policies and procedures. This role involves direct interaction with drivers, supervisors, and management to establish a culture of safety and compliance throughout the organization.

Responsibilities:

Certification Management:

  • Manage the certification process for all fleet assets and drivers.
  • Ensure all drivers complete required safety training and certifications in accordance with FMCSA and Blue Origin policies.

Compliance Activities:

  • Monitor fleet operations for compliance with DOT regulations and company policies.
  • Create fleet compliance policies or procedure documentation.
  • Conduct regular audits and inspections to verify adherence to safety standards and procedures.
  • Coordinate random drug testing with CDL drivers and Consortium.
  • Participate in Mock audits with the fleet team.
  • Coordinate with all drivers for continued compliance of current driver's licenses & medical certificates.
  • Complete Annual reviews on Motor Vehicle Records (MVR's) for states that require yearly compliance.
  • Complete Medical Examiner's National Registry Verification Forms when needed.
  • Drug & Alcohol Clearinghouse violation reporting & return to duty reporting.
  • Maintain and update driver qualification files (DQ) to ensure all documents are current and compliant.
  • Oversee the collection, review, and documentation of motor vehicle records (MVR) for all drivers.

Safety Program Administration:

  • Implement and oversee the Driver Safety Awareness Program, including mandatory safety training, defensive driving modules, and accident reporting processes.
  • Coordinate with the other stakeholders to enforce company safety policies.

Incident Management:

  • Manage the accident reporting and review process, ensuring timely and accurate documentation of all incidents.
  • Implement corrective actions based on accident review findings to prevent recurrence.

Liaison Role:

  • Act as a point of contact for external communications regarding fleet safety and compliance, coordinating with government agencies and other external stakeholders as required.

Mandatory Qualifications:

  • Minimum of 5 years' experience in fleet management, with a focus on safety and compliance.
  • In-depth knowledge of FMCSA and other relevant DOT regulations.
  • Proven experience in conducting safety audits, training programs, and compliance management.
  • Strong leadership and communication skills, with the ability to influence and engage a diverse team.
  • Ability to work in a fast-paced environment and adapt to changing priorities.
  • Ability to travel as needed for audits and training.
  • Intermediate level experience with Microsoft Office Suite
  • Ability to earn trust, maintain positive and professional relationships, and contribute to a culture of inclusion
  • Must be a U.S. citizen or national, U.S. permanent resident (current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.

Preferred Qualifications:

  • Bachelor's degree in safety management, Transportation Management, Business Administration, or a related field.
  • Certification as a Certified Safety Professional (CSP) or equivalent.
  • Experience with implementing and managing fleet tracking and telematics systems.
  • Knowledge of fleet maintenance and asset management practices.
  • Background in the aerospace or high-tech industry, with understanding of specialized safety requirements.
  • Experience with data analytics and performance measurement in fleet operations.
  • Experience with policy writing

  • Required for Certain Job Profiles: Defense Biometric Identification System (DBIDS) background check if at any time the role requires one to be on a military installation

  • Required for Certain Job Profiles: Drivers who operate Commercial Motor Vehicles with a Gross Vehicle Weight (GVW), Gross Vehicle Weight Rating (GVWR) or combination of power unit and trailer that meets or exceeds 10,001 lbs. and/or transports placardable amounts of hazardous materials by ground in any vehicle on a public road while in commerce, may be subject to additional Federal Motor Carrier Safety Regulations including: Driver Qualification Files, Medical Certification, Road Test, Hours of Service, Drug and Alcohol Testing (CDL drivers only), vehicle inspection requirements, CDL requirements (if applicable) and hazardous materials transportation/shipping training.
