Scope of Work:This position, reporting to the Senior Vice President of Business Development, is responsible for initiating, developing, maintaining, growing and executing a consistent pipeline of opportunities consistent with the Company's growth / business development strategies. and submittal of business proposals.

The ideal candidate will possess extensive and documented success in FedCon business development/capture management and proven results within the Federal market, specifically with Government Contracts. The candidate will possess background and extensive relationships across the Federal market which enables them to develop opportunity pursuit strategies, craft win themes, technical discriminators, and other key elements to position the Company for growth/wins, along with expert-level communication and leadership skills to communicate effectively with technical leaders, procurement/legal principals, architects and business leaders, and other key stakeholders in Company growth initiatives. He/she needs demonstrated ability to think strategically about the mission, product, and technical challenges, with the ability to build and convey compelling value propositions.

Responsibilities:

  • Find important projects, ventures, potential targets, and other partnership opportunities for pursuit aligned with the company's strategy and growth and lead in the development of those opportunities from initial pursuit through award.
  • Lead and facilitate win strategy development sessions including technical, management, teaming, past performance, staffing, and pricing.
  • Lead the development of customer profiles, including customer needs, issues, desires, and biases.
  • Lead and coordinate competitive assessments, determining the strengths and weaknesses of THTBC and potential competitors.
  • Draft, develop, and review proposal documentation, technical approach documents, resumes, past performance, and related submittals.
  • Collaborate with Corporate/Division Leaders and SMEs to develop solutions that offer customers recognized value, are price competitive, executable, and will be evaluated favorably.
  • Prepare and lead Milestone Reviews to the corporate leadership, and other reviews as required once opportunity has been assigned.
  • Manage capture personnel required for the pursuit of opportunities, develop and improve upon processes, and effectively lead growth within the Company's IT, Engineering, and Professional Services (ITEPS) and Aviation Services divisions.
  • Drive qualified opportunities through the Gate Review process to achieve proposal win.
  • Lead business development and capture efforts, including agency/customer contacts initiation, opportunity identification and analysis, competitive intelligence gathering, gap analysis, teaming strategies development, and terms & agreements negotiation in collaboration with the internal Legal, Contracts, and Pricing teams.
  • Identify new business opportunities and generate qualified leads - leveraging existing relationships and customers.
  • Provide capture leadership for Technical, Staffing, and Pricing Strategies in advance of Bid/No Bid Gate reviews and Blue Team solutions.
  • Identify, influence, and secure federal contracts within assigned government agencies or accounts.
  • Cultivate and expand relationships with federal government stakeholders and industry partners.
  • Support THTBC proposal teams in creating compliant, responsive, and solution-focused winning RFP responses.
  • Contribute to THTBC strategic planning by linking opportunity pursuit activities to the overarching THTBC Strategic Plan.
  • Communicate opportunity status to senior management during capture process Gate Reviews and milestones.
  • Develop a comprehensive understanding of customer requirements, needs, and challenges, ensuring alignment with ANG MSS capabilities.
  • Perform opportunity analysis and research using tools such as SAM, FPDS, GovWin, Customer Forecasts, and other sources.
  • Update all internal CRM opportunities weekly.
  • Demonstrate exceptional ability to map solutions to customer requirements.
  • Perform other duties as assigned.

Minimum Requirements:

  • A respected, highly ethical, established business professional in US Government contracting.
  • Strong organization and interpersonal skills and proven track record as a Senior Capture Manager / Business Development professional and senior leader.
  • Executive presence with excellent oral and written communication skills in conveying a company's value proposition.
  • Bachelor's degree preferred, plus a minimum of (10) ten years Business Development experience as a Federal contractor however, related contractor experience in lieu of Business Development where senior leadership GovCon positions included functions in portfolio management, capture, and proposals, with working knowledge of Federal Contract operations.
  • Proven track record building winning portfolios in government contracts (services).
  • Education and/or professional experience in related field preferred: information technology, engineering services, professional services, training services, logistics.
  • Federal contractor experience related to THTBC's present lines of business including, Base Operations Support Services, Facilities Maintenance, Aviation Maintenance & Operations, Information Technology, Engineering & Professional Services, Training Services, Logistics, Supply & Procurement strongly desired.
  • Working knowledge of SCA, CBAs, DBA, FAR, DFARS, SBA regulations desired.
  • Expertise in marketing and winning sole source work also highly desirable.
