Position Summary

The Deputy Chief of Workforce and Professional Education plays a pivotal role in leading and enhancing workforce education programs, professional development, and specialized contract training initiatives. This position is primarily responsible for driving tuition-generating continuing education and workforce programming within the College's established portfolio. The Deputy Chief spearheads the design, development, and execution of training, reskilling, and upskilling programs that address community and industry needs. Emphasizing the attainment of high-impact credentials, this role ensures alignment with the College's seven academic schools and adherence to industry standards.

Collaborating extensively with the seven academic schools, the Deputy Chief ensures workforce training programs are integrated with credit programming where applicable. This role also leads the College's professional education department, focusing on delivering relevant certification, re-certification, and continuing education units (CEUs) for working professionals.

Working in close partnership with the Chief of Workforce and Continuing Education and other Deputy Chiefs, this role contributes to the College's strategic objectives for workforce development and continuing education.

Knowledge, Skills, and Abilities
  • Proven Program Development:Demonstrated success in creating and scaling tuition-generating, non-credit workforce education programs that directly respond to labor market demands and generate sustainable revenue.

  • Adult Learning Expertise:Deep understanding of adult learning principles, workforce development strategies, and innovative training methodologies tailored to diverse adult learners and professionals.

  • Industry Certification Knowledge:Comprehensive knowledge of high-demand industry certifications, credentialing bodies, and evolving labor market trends.

  • Training Program Design:Proven ability to design and implement training, reskilling, and upskilling programs that lead to impactful credentials and meaningful employment outcomes.

  • Effective Communication:Strong communication, interpersonal, and relationship-building skills for engaging with faculty, employers, community partners, and professional learners.

  • Program Alignment:Ability to align workforce and continuing education offerings with credit-bearing academic programs, facilitating seamless transitions between non-credit and credit pathways.

  • Operational Management:Experience managing short-term, open-enrollment programming and employer-driven contract training, with a focus on rapid deployment and responsiveness to workforce needs.

  • Strategic Planning and Budgeting:Strategic planning, budget management, and funding development capabilities, including experience with grants, contracts, and alternative revenue streams.

  • Agency Familiarity:Familiarity with Workforce Investment Boards, the Texas Workforce Commission, and other public agencies supporting workforce training initiatives.

  • Professional Education Markets:Strong understanding of professional education markets and credentialing requirements for re-certification, licensure, and CEU-bearing courses.

  • Data-Driven Decision Making:Skills in assessing program performance, evaluating ROI, and leading continuous improvement efforts.

Minimum Qualifications
  • Master's degree required.

  • Eight (8) years of progressive responsibility in workforce development, training program management, or curriculum development.

  • Five (5) years of experience working with employers, industry associations, or community partners.

  • Experience developing and managing training, reskilling, or upskilling programs.

  • Demonstrated experience in securing and managing funding for training initiatives.

  • Bilingual or multilingual preferred.

  • Official transcript will be required.

Key Responsibilities

  • Program Leadership: Direct the development, implementation, and expansion of high-impact non-credit workforce and professional education programs that align with college goals, industry standards, and community needs.

  • Curriculum Development: Collaborate with academic schools, faculty, and industry experts to design programs that prepare learners for in-demand occupations, focusing on industry-recognized credentials, certifications, and CEUs.

  • Professional Education Portfolio: Build and oversee a portfolio of continuing professional education offerings for incumbent workers seeking skill enhancement, certification renewal, or career advancement.

  • Employer Partnerships: Establish and maintain strategic partnerships with employers and industry associations to ensure programs reflect current needs, address workforce gaps, and offer customized training solutions.

  • Cross-Functional Collaboration: Work closely with academic leadership to align non-credit programs with credit pathways, ensuring smooth learner transitions and reinforcing the College's commitment to lifelong learning.

  • Open Enrollment and Contract Training: Develop and manage open-enrollment courses and employer-specific contract training programs that are timely, market-responsive, and revenue-generating.

  • Program Evaluation: Establish KPIs and evaluation tools to measure program effectiveness, learner satisfaction, completion, and placement outcomes. Use insights to refine and innovate program models.

  • Funding Development: Pursue and manage funding opportunities, including state and federal grants, workforce training contracts, and fee-based programming to support program sustainability and expansion.

  • Data and Compliance: Ensure accurate collection, analysis, and reporting of program data related to enrollment, completion, and job placement. Maintain compliance with all relevant regulatory and industry standards.

  • Team Development: Supervise and develop a high-performing team to support program operations, instructional quality, and client service excellence in alignment with the College's strategic workforce mission.

  • Building and Developing Teams: Responsible for assembling a talented team, fostering a positive work environment, and developing the skills and capabilities of team members.

  • Fostering Collaboration: Encourage teamwork and collaboration, creating an environment where team members can work together effectively.

  • Performance Management: Tracking progress, providing feedback, and supporting professional development.

  • Completes required Dallas College Professional Development training hours per academic year.

  • Performs other duties as assigned.
