Summary
Performs a second line function assisting Authority personnel and business units increase and mature their resilience capabilities. Manages and engages the business to implement enterprise-wide resilience programs. Coordinates resilience programs across a diverse community of stakeholders covering business continuity, emerging risk, insider threat and fraud, transmission resilience, and other resilience initiatives. Manages and engages business to advance enterprise-wide resilience programs and frameworks. Positions the organization to proactively mitigate new risks and emerging trends through horizon scanning, information sharing, targeted assessments, and coordinated communications to include executives.#LI-CJ1
Responsibilities
- Develops, implements, maintains, and manages resilience program policies, procedures, processes, internal controls, strategies, improvement plans, and associated program risks in alignment with the Authority's strategic business objectives
- Manages resilience programs, and works collaboratively with cross-functional stakeholders in the execution of program activities to ensure the Authority's strategic objectives are achieved
- Develops, monitors, and reports on program goals, action plans, accomplishments, needs, and metrics. Informs and drives action on improvement priorities by presenting reports to key stakeholders, summarizing trends identified, actions taken, and results defined by key metrics to enable decision making at the executive level
- Supports team leadership and acts as a delegate in panels, meetings, conferences, and workshops
- Develops, maintains, and facilitates training and exercises across a range of programs and stakeholders following U.S. Department of Homeland Security Exercise and Evaluation Program (HSEEP) guidance
- Supports both internal and external NYPA program operations, including working with the federal and state governments and industry trade groups (i.e., APPA, NATF, LPPC, EEI, EPRI) to ensure NYPA is following best practices, guidelines, and standards to prepare for and adapt to threats and hazards
- Performs horizon scanning to identify developments that can affect resilience programs, including what impacts various legislative, regulatory, and presidential initiatives will have on NYPA's resilience posture and recommends appropriate actions or changes to programmatic elements to team leadership and stakeholders
- Lead Authority-wide resilience education and awareness efforts to integrate resilience into its culture
Knowledge, Skills and Abilities
- Strong knowledge of resilience program subject matter and program development, maintenance, and evolution including best practices, frameworks, and reporting
- Demonstrated ability to interact with and effectively communicate across all levels of management and business units
- Demonstrated ability to lead and motivate cross-functional teams, and to ensure ongoing resilience programs maturity
- Demonstrated ability to work independently, handle multiple tasks, and deliver high quality results while under competing deadlines
- Strong competencies in project management, change management, and Microsoft applications
- Strong knowledge of internal controls and experience with process mapping and continuous improvement
- Ability to prepare and deliver clear and concise analysis that detail insights
Education, Experience and Certifications
Required:
- Minimum of a 4 year college degree in Bachelor of Arts, Bachelor of Science, or related field
- Operational experience with resilience-themed programs and subject matter, including but not limited to business continuity, insider threat management, climate change resilience, transmission resilience maturity, or other resilience programmatic elements including maturity models
- 8 or more years of experience or an equivalent combination of education and experience
Preferred:
- 5 years of experience working in the Energy Industry, or government experience
- Demonstrated knowledge in at least two areas of the resilience portfolio

The estimated salary range for this position is: $146,000-$155,000. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
