The Applied Physics Laboratory (APL) is seeking a Special Program Project Manager to help us deliver fully operational, secure facilities to ensure Lab and Sponsor needs are adequately satisfied. The successful candidate will manage efforts throughout the project lifecycle, including concept design, construction, fit-up, start-up, accreditation and information system authority to operate.

As a Special Program Project Manager, you will:

  • Design / develop and manage critical projects and initiatives to deliver fully operational SCIFs/SAPFs. This will include concept development, design, development of integrated schedules and project milestones, oversight of construction, accreditation, and ensure information system authority to operate.
  • Serve as the group's subject matter expert (SME) at developing, managing and overseeing a variety of business-critical projects and initiatives, reports, deadlines, tasks, meetings, risks and QA issues. Collaborate cohesively with the Lab's SCIF/SAPF Allocation Manager and department leadership.
  • Keep Senior and Executive department leadership apprised immediately of changes necessary to projects due to resource adjustments, scope creep, and/or other influences that jeopardize project completion on schedule. Recommend course corrections.
  • Plan, organize, communicate, manage, control, monitor, and pivot in a dynamic environment while ensuring that communications lines are open within project teams to ensure project completion.
  • Develop and deliver presentations and briefings to all levels of staff including executive leadership.
  • Be responsible for ensuring customer satisfaction by establishing and maintaining positive relationships with all levels of lab leadership, including senior leadership and Lab executives.

Qualifications

You meet our minimum qualifications for the job if you...

  • Have a Bachelor's Degree or equivalent in Business Management, Business Administration, Information Systems, Engineering or other relevant field.
  • Have 4+ years of experience in project management within a DoD, business, or R&D environment.
  • Are experienced in providing oversight of project elements such as risk management, operational tasks, security and facility considerations.
  • Possess advanced presentation skills including experience presenting to and incorporating feedback from senior-level stakeholders.
  • Have worked with a broad range of staff and skillsets in order to establish project needs and delivery timelines and identify resource availability to ensure the most efficient path to project completion.
  • Possess strong written and oral communication skills with a proven ability to develop and deliver briefings to executive leadership.
  • Are proficient in the use of project management scheduling tools such as Microsoft Project and/or Primavera.
  • Are proficient in the use of PowerPoint, Visio, Word, Outlook, and Excel.
  • Possess interpersonal skills, problem solving skills and analytical skills.
  • Have the ability to effectively manage multiple priorities from varying stakeholders in a demanding environment.
  • Hold an active Top Secret level security clearance and are able to obtain a TS/SCI level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

You will go above and beyond our minimum requirements if you...

  • Possess a Project Management Professional (PMP), Certified Construction Manager (CCM), Certified Associate Constructor (CAC) and/or Project Scheduling Professional (PMI-SP) certification.
  • Have experience with planning/scheduling techniques such as the Critical Path Method (CPM).
  • Possess project management and estimating techniques required to communicate funding needs, status and time-phased projections.
  • Have experience with design and construction reviews, facility fit-up, facility start-up and/or facility accreditation processes for secure areas such as SCIFs and SAPFs.
  • Possess experience managing SCIF/SAPF construction projects throughout the project lifecycle with knowledge of build standards, best practices, lessons learned, accreditations, and associated timelines.
  • Possess knowledge of critical project milestones leading to facility accreditations and information system ATOs.
  • Have knowledge of Technical Security and TEMPEST requirements.
  • Understand and can interpret building construction documents, including electrical, mechanical, and architectural specifications and drawings.
  • Have completed an ICD705 Training Course.
  • Have experience coordinating Construction Security Plans (CSPs) and facility accreditations through Contractor Special Security Officers (CSSOs) and Contractor Program Security Officers (CPSOs) for government agencies.
  • Have experience working in a matrix-structured organization.
  • Have experience defining and growing a newly created position requiring appropriate integration into an organization.
  • Have experience developing and managing integrated construction and approval schedules from "cradle to grave", including budget, design, construction, facility accreditations and system accreditations.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
