The Recruitment Program Manager is a full-time position in the School of Public Affairs that works under the supervision of the Associate Dean for Student Success & Strategic Initiatives. This role is responsible for developing and implementing recruitment strategies to attract prospective students to the School of Public Affairs programs. The position engages with various stakeholders, including government agencies, nonprofit organizations, other schools, faculty, staff, and university offices, to build awareness and drive enrollment. This is a comprehensive recruitment role where the selected individual will have the opportunity to customize enrollment strategies for continuing education, non-degree, and degree programs; however, the primary focus of the role is to increase enrollment in graduate and post-graduate level programs wherein most applicants are working professionals.

This position may occasionally travel and/or attend events at nights or on weekends.

Recruitment Program Manager

What you will do:

Recruitment & Engagement:




  • Establish and maintain relationships with external partners to promote student recruitment.



  • Develop and execute strategic recruitment plans in collaboration with leadership and program directors.



  • Conduct outreach efforts to prospective students, responding to inquiries and providing program information.



  • Organize and lead prospective student events, including webinars, in-person sessions, and campus visits.


  • Propose and lead initiatives with international and national partners that drive engagement with the School of Public Affairs.


Data Management & Reporting:




  • Track and analyze recruitment data using relevant platforms (e.g., CRM systems, reporting tools).



  • Maintain accurate records of prospective student interactions and application statuses.


  • Generate and present reports on enrollment trends and effectiveness of recruitment strategies.


Collaboration & Communication:




  • Partner with faculty and university offices to enhance recruitment initiatives.



  • Work with Director of Marketing and Communications to develop marketing materials, email campaigns, and digital content.



  • Engage with international admissions personnel to support global recruitment efforts.


  • Coordinate with other external relations staff at SPA to ensure efficient and meaningful engagement with recruitment sources.


Scholarship & Enrollment Coordination:




  • Oversee the awarding of recruitment scholarships in collaboration with finance and advising teams.


  • Support the transition of newly enrolled students to advising and academic support services.


Committee & Institutional Engagement:




  • Participate in university committees and working groups relevant to enrollment and recruitment.


  • Provide training and recommendations on best practices for recruitment and enrollment.


Additional Duties:



  • Perform other duties as assigned to support the institution's enrollment goals.


Qualifications you already possess (Minimum Qualifications)

Applicants must meet minimum qualifications at the time of hire.




  • A bachelor's degree from an accredited institution.



  • At least two years of experience working in student or volunteer recruiting or talent acquisition.



  • One year of full-time experience using an applicant tracking system (ATS) and/or customer relationship management (CRM) software



  • Substitution: 7 years full-time experience in graduate student recruitment role




Preferred Qualification to possess (Preferred Qualifications)




  • Demonstrated success significantly increasing enrollment in an educational or training program



  • Work experience in nonprofit, community-based organization, government or other public entity (public university)



  • Spanish language speaker - fluent



  • Five or more years of experience working in talent acquisition, school-based recruitment, or volunteer management position

  • Ability to interpret data and make data-informed recommendations.



  • Ability to troubleshoot and solve problems.

  • Demonstrated commitment and interest in expanding opportunity for higher education to prospective students who have historically been excluded.



  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.



  • Comfortable meeting deadlines and working within time constraints.



  • Willingness to seek out creative tactics, experiment and adopt new strategies for student recruitment.


  • Ability to work independently and take initiative on projects.

Compensation and Benefits

The salary range (or hiring range) for this position has been established at $67,200 - $70,000.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.
